He kinda did at Armageddon '03. Kane chokeslammed him, HHH pulled Kane out of the ring and pinned Goldberg.

I think people who voted Ultimate Warrior have it right. I don't remember him ever losing even remotely clean.

I think it is more the fact that lesnar has lost clean in the past.

Warrior beat prime Hulk Hogan, who in turn ended Andre's 15 year unbeaten streak, thus inheriting both of their legacies. (We assume, since Prime Hogan beat Andre and Prime Warrior beat Prime Hogan, Warrior would at least be able to beat Andre, though it wouldn't be guaranteed.) Goldberg beat Hogan, but it was Hollywood Hogan, who was cut off from the power of Hulkamania, so we lose that comparison point. He beat Brock Lesnar (both in Brock's Prime and Brock's Second, Fully-Powered Prime), and Brock beat an older, less powerful but still Hulkamania-powered Hogan, though, so we can't totally throw it out.

Now, we do know that Goldberg, at his peak, lost following a taser shot (50,000 volts on average)

(In fairness to Goldberg, Hall gets in at least two, possibly three shots with the taser there, so let's put Goldberg's upper limits at 150,000 volts of electricity.)

In proper match environments, we know that, in their primes, Kane and Undertaker could shoot Goldberg with lightning bolts (up to 1 billion volts per Brother of Destruction, but as they have always been generated indoors and not from the atmosphere, let us assume that they both max out at 100 million volts per Brother of Destruction, with Taker's potentially being more powerful, but requiring more time and power to generate) and get the pin (provided it was a no holds barred match or there was a ref distraction and the ref himself was grounded and thus protected from the lightning).

Conversely, we have at least some documented proof that, in his prime, the Ultimate Warrior could not only stay on his feet while being assaulted by electricity, he may have even been able to absorb and redirect that lightning into an optic blast of unknown cosmic power. Thus, we must assume that a taser shot would not only fail to put Warrior down, it might actually make him mildly stronger. And if Kane or the Undertaker were to make the tactical error of shooting lightning at the Warrior, he is conceivably capable of turning that attack back at them.

Scientifically, then, all signs point to Warrior being more powerful than Goldberg and the most powerful wrestler of all time.

He's a product of his time. People that looked like that just did not lose in pop culture - John Matrix, He-Man, Rambo, Lou Ferrigno's Hulk etc, etc

Nah, Mojo as the 10th toughest wrestler to beat ever doesn't work.
Also using win % ignores kayfabe, when win/loss is ignored for storyteling like Andre and Goldberg who had numbers altered as their whole gimmick.

That is a fair point. And obviously the list would have to be taken with a grain of salt, and not just look at the win%, but also the amount of matches and storylines going into them.
