I have a number of issues with the movie, but honestly, he's never really been one of them, nor Chris O'Donnell, who I thought was fine.

My biggest problem with the movie was that stupid 'brain wave' thingy. Other than that, I thought it was good. Then again, I'm a huge Batman mark, so I can forgive almost anything involving that character.

I like how they handled Robin in this movie. Chris O'Donnell did a fine job IMO.
I love the "one day, Robin will fly again" scene with Alfred.

I like Forever. It's not as good as Batman or Returns, but it's cartoony without being too stupid, is visually interesting and has a fun story.
Kilmer is a bit wooden. He seems bored for a lot of the film

Watching them now, I find I can actually enjoy both Schumacher Batman movies if I imagine them not as continuations of the Burton/Keaton films, but as big screen adaptations of the Adam West series.
That said, Forever is definitely superior to & Robin, and Kilmer is a much better Batman than Clooney, who was basically just playing George Clooney in a bat suit.

Outside of the age gap, O'Donnell was perfect for Robin.
Kilmer was forgettable in the role to be honest. Regardless of how their performance was viewed, O'Donnell, Carrey, Jones and even Nygma's boss were more interesting. I guess you got some of that World's Greatest Detective thing going, but that's about it.
And while we're at ranking movie Batmans;
1. Keaton 2. Bale 3. Kilmer 4. Clooney 5. Affleck
That's right folks:
No development > voice > wooden > nipples > angry sadist

Blasphemous opinion but I liked him a lot more than Keaton. He looked more the part and the action was a lot better than the first two films. However, there's still the element that he needs his suit to do anything.
Affleck and Bale are streets ahead of either in my opinion. Since Batman doesn't have any powers, I need to believe that Bruce Wayne can kick the crap out of anyone in the room, regardless of the costume. With the latter two Batmen, I can buy into it.

Prior to the Battfleck, Kilmer was the actor I think did the best job portraying both Bruce and the Bat. I'm REALLY not a fan of Keaton's creepy take on Bruce, Bale was great but just kind of missing that little something, and Clooney was... Clooney.

Batman Forever is by no means great but I would much rather watch it over that overrated Tim Burton ego wankfest that is known as Batman Returns.

I think to this day Clooney has the best version of Bruce, though playing a charming playboy isnt a big stretch for him. I still maintain that there's a perfect Batman distilled between several of the live-action Batman's. Keaton's Batman performance, with Clooney's Bruce Wayne performance, with Ben Affleck's look and fighting style = perfect.

Honestly, in retrospect, Forever might be my least favorite of the Burton/Schumacher tetrology. Batman and Robin might be an abomination, but at least it's a full-blown abomination that you can sit and laugh at. Returns may be weird and the villain's motive might not make a ton of sense, but I'm one of those people for whom Tim Burton's special brand of weirdness is appealing, so I can forgive it.
Forever, though, seemed to me to be stuck between trying to be serious and trying to be cartoonish. You had really engaging psychological stories with Bruce confronting his personal demons and him trying to teach Robin that he needed to pursue justice, not revenge. But then you have Riddler and Two-Face bouncing around like two sugar-crazed 11-year-olds. I couldn't take them seriously.
I think one scene sums up the movie's problems: I saw it in theaters with my mom when I was a kid, and I remember when it got to the part where Edward Nygma kills his boss, which Jim Carrey immediately follows up with very Jim Carrey-like comedic one-liners. Since I was 7 years old, I giggled at this, but my mom immediately scolded me and told me I shouldn't laugh and it wasn't funny. My 7-year-old mind was confused: but look, Jim Carrey's up there being silly like in Dumb & Dumber! It's funny, like in Looney Tunes!
Compare that to the scene in the first Burton Batman where Joker kills his former boss. It's crazy and violent, and dedicely NOT funny. It sold Joker as a dangerous, scary lunatic. With Forever, we got a villain who made small children giggle, because no matter what deeds he actually did (killing his boss, blowing up the Bat Cave), with the way it was presented, it came across like Ace Ventura fighting Batman.
Val Kilmer wasn't bad, though a little wooden. Though, watching it today, I shake my head and shout "no!" at the scene in the circus where he shouts out that he's Batman. Bruce Wayne just wouldn't do that.
