I would go with Bret really but it's a tough one. I just think at one point that Bret was WWE's biggest and most recognisable star after Hogan left (maybe Undertaker was up there as well) and HHH has never in my opinion been WWE's top star and has taken a backseat to the likes of Austin, Rock & Cena. Despite his many Wrestlemania main events.

I would say Bret, but it is kind of hard to compare. Bret became the top guy during a tough period, post Hogan, steroid trial and sexual scandal aftermath. Many of the talent at the time credits Bret for being the guy to keep the company afloat, when it easily could have gone under. He was definitely a draw in Canada and overseas, although not the biggest draw in the states, his run still drew better than Diesel and Shawn's title runs.
HHH was fine as a top heel against Austin and the Rock, as they were already draws. But as a stand alone draw during his "Reign of Terror" business went down pretty steeply with no outside factors like Bret.
The funny thing about comparing these two is with Bret, Vince was always for looking for someone different(Luger, Michaels, Diesel), but kept going back to him. Whereas with HHH's time, many would say there were better options, but kept forcing HHH.

Oh come on, it's Bret. Let's see the biggest stars in wrestling history - Hogan, Rock, Austin then Bret. Whenever I talk to lapsed wrestling fans in the UK Bret is always the guy they remember. He was the star of a whole era in wrestling, which has been described on TV as "The Bret Hart" era. HHH was the 4th or 5th biggest star during the Attitude era and only the 4th most popular member of his own stable behind Road Dogg, Chyna and X-Pac. Even when I talk to fans about the Attitude era it's Rock, Austin, Foley, The Hardyz at Dudleys they fondly recall.
Bret is a Mount Rusholme icon, HHH is somewhere around Kane in the all time rankings and probably will be less fondly remembered than him honestly too. Maybe more people know him that days than Bret Hart, but more people likely know Dolph Ziggler, Bray Wyatt and Jinder Mahal to Bruno Sammartino, Pedro Morales and Bob Backlund and the are no way bigger stars.

Bret is the better wrestler.

Bret was the guy. Triple-H had to infect a show with himself to play the guy. Plus, some are wondering if being a Triple-H guy is all it's supposed to be.

What if 2000 Triple H was around in the "New Generation" or 1995 Bret Hart was around in the "Attitude Era"?
If we're not taking that into consideration, then it's Bret Hart. But I do want to take that into consideration, so I'd go Triple H.

Using the mom test, as someone who doesn't watch wrestling, she knows who bret hart is. She wouldn't know triple h if he walked into her house.
