That's probably, in part, to attract indie talents. If you don't have to change your gimmick or sign anything over, that's probably going to be more enticing to people who have name recognition. You don't have to start over once you leave. Do I think it's enough? Probably not, but it's a start. If they still had TV on a channel anybody watched, it would be a big deal. On Pop and Fight Network, there's very little exposure. Too little, too late. Probably so, but I imagine having less bargaining strength is the only way they ever would agree to cede that kind of power.

This is because they realized that it looked like crap that even if you strike gold in TNA like the Broken Universe they saw you as expendable would lowball you and then claim they had the rights to it and 10-50% of your future earnings despite not actually trademarking the gimmick in the first place.
Not to mention they are no longer in any position to demand this anyway.
They are not the watched by over a million people a week number 2 promotion in North America... they're lucky if they get 20 thousand views and are lucky if they're in the top 5.

What gimmicks made in TNA would former talent even want to use now? EC3 is the only example I can think of...Desmond is one I am sure Nigel would want to forget about if he was still wrestling...I really can't think of a past gimmick besides the Broken Universe that would be considered a Christmas gift I don't think this move is really meant to do shit for the current talent as much as it's meant to entice guys like Sami Callihan and Johnny Matlock to sign on to fuller-term commitments with the company. They're making it retroactive to try and foster some good will, but this is really just meant to try and grease the wheels on guys with more notable acts to sign on to their contracts without the fear of signing themselves away to TNA and losing their characters in the process. This is more about TNA sliding down even more into just accepting that it's just a normal indie now.

Wonder what this means for the Suicide gimmick? That one could open up a nice can of worms. I can imagine it has some sort of exclusion from this deal, since it was a TNA-created character first before anyone had the gimmick.

Not sure about the others, but I don't think Daniels or TJ Perkins would be champing at the bit to snatch that up, they don't get as much out of it as someone else might.

Rosemary can use her Decay character Eli Drake would have complete control of his stuff as well. Other than the "Dummy" bit, Drake's been the same since he was working under his real name with Championship Wrestling From Hollywood

I could see a team of Suicides rocking up in King of Trios Suicide Fratricide, who does keg stands and has a polo with a popped collar Patricide, with a bushy mustache and combover. Regicide, who after winning King of Trios, is compelled by his name to commit hara kiri and thus become Suicide all over again.

*phone rings*
A man picks up his cell. "Hello?"
On the other end: "Hi there! Hey, listen, my name is Ed Nordholm, head of Anthem Sports and Impact Wrestling. I'm making personal calls to all of the former talent for the company over the years and letting everyone know first-hand that we as a company our dissolving our interests in any gimmicks, characters, names or costumes you used while under the employ of this or any preceding company. What this means, Mr. Okada is that...hello? Hello? Mister Okada? Hello?"
