You've seen it happen before. TV stars that exclusively are created with an intention to elevate another cast member. So what instances do you have?
I'll start with Jason the Red Ranger. The moment Tommy showed up and they had their battles. He simply was there to elevate Tommy to the lead role. And it was proven when he became the white Ranger and the new leader and star of the cast.

Cartman's interactions with Butters made him the most prominent South Park kid outside of the main 4. Its even debatable that he surpassed Kenny.

The rock demon in Angel. Invulnerable, merciless, harbinger of destruction who slaughters the primary antagonists from the previous three and a half seasons without breaking stride, and easily beats the heroes within an inch of their lives.
Outsmarted and taken out like a chump by Angelus to remind us just how dangerous he is for his mid-season arc as primary antagonist.

Spider-man in the 90's animated series. Especially towards Black Cat. It seemed like every other line out of his mouth was "Oh, so-and-so is so much better and more experienced than me! I just can't do it, but that character can!!!"

Pretty much every big episode of MLP anymore feels like it's just there to try and push Starlight Glimmer on you at the expense of the actual leads.

Billy during Power Rangers Zeo was used to elevate whoever was going to play the Gold Ranger.
Must have been a PUNCH in the GUT when it was Jason of all people returning to take the spot.
So Jason elevated Tommy and Billy elevated Jason back. Poor Billy. He was THE jobber on Power Rangers. Did he ever score a victory over a monster?
He seems to be a sucka for falling under spells or potions. Turning heel with Kim, stealing the dragon dagger, etc...

Jax and Rick Grimes are the two biggest beneficiaries.
Rick f***ed over everyone and the only good guy who ever called him on his shit was his son. He almost greenlighted trading Michonne to the Governor and that got Darryl's brother killed. Michonne came back was like "whatev's let's do it" and Darrel was like "oh no my brother, well at least I still got you Rick." Despite Hershel's initial objections Rick kept sticking around and pushing his luck until his marital drama caused the shoot out that lead to the swarm finding Hershel's sanctuary and destroying it. Hershel decides then that Rick is awesome leader.
People went out of their way to act illogical and downright stupid to make Jax awesome. None moreso then Opie. Doesn't want to rejoin club, wants family life. Jax reluctantly pulls him. Gets his wife killed by club member. Stops Opie from avenging her. His father gets killed because of Teller drama. Opie is stopped from avenging him. In the end Opie decides that Jax is more important then his own now motherless children and leaves them to a porn star to raise so he can die to save Jax who's betrayed his trust at like every turn. Seems reasonable.
