2017 browns because it has been years in the making.
The lions at least turned the franchise around, Cleveland never will.

I think the question is purely referring to 2008 vs. 2017 though. In that case the 2008 Lions were quite a bit worse. The Browns, bad as they are, have a -176 point differential after today. That Lions team was -249, so for that reason alone they were quite a bit worse. And say what you want about the merits of DeShone Kizer but at least this Browns team has had some kind of stability (even bad stability) at the QB position. The 2008 Lions started 3 different QBs that year: Jon Kitna went 0-4, Dan Orlovsky went 0-7, and Daunte Culpepper went 0-5. Of course all of those guys might have still been better than Kizer, whose 58 passer rating this year almost defies logic.
The 2008 Lions got stomped badly by a 6-10 Packers team in Aaron Rodgers's first year, also got crushed by a 5-11 Jacksonville, and I recall that 47-10 destruction on Thanksgiving at the hands of a really good Titans team. Curiously though that Lions team did play the Vikings pretty tough that year both times and Minn won the division.
But overall the Lions were a worse team.

You should have had an option for the Expansion Buccaneers since they went 0-26. But, that was over 2 seasons, and they were an expansion team. The 2008 Lions was the result of a terrible decade for the Lions thanks to Matt Millen. As for the Browns, this season has been 18 years in the making. They have had like 2 winning seasons since the franchise came back in 1999. It makes you wonder why they brought the Browns back in the first place.

Basing my pick off of available talent on both teams...
Browns.
They had some games they should have won (Green Bay), and just Browns'ed it. Browns'ed it hard.
Detroit...they had a worse differential, but outside of a soon-to-be star wide out, who did they have? Did they botch key plays or did they just job out?

Yeah the Lions had some really REALLY crappy players (unlike the Browns who just have really crappy players), aside from CJ (who had 1300 yds somehow).
Just based on talent, I would take the Browns, because even though Kizer was a disaster, he at least could get better, unlike the Lions' QBs. And they now have Josh Gordon back (even though he could be out of the league at any moment). And Myles Garrett still had 7 sacks in 11 games he played.
And has been stated before, the point differential would have to push the Browns over the top. The Lions gave up over 500 (!) points.
