There've been a few gimmicks over the years where the main focus of the gimmick was that the wrestler was a man of the sea. Not surfers or the like, but naval sailors, pirates, etc. So with that in mind, feel free to add on if you can:
Sailor Art Thomas Tugboat Captain Mike (Rotundo) Paul Burchill's pirate phase Jean-Pierre Lafitte

There was Sailor White. He was probably better known as Moondog King in the WWF.

Freddie Blassie wrestled as "Sailor" Fred Blassie early in his career, playing off his service in the Navy.

There have been several gimmicks inspired by the USMC and the US Army but hardly any inspired by the Navy. I can't think of a single gimmick inspired by an enlisted rank in the USN or USCG.

Was Captain Lou Albano supposed to be a sailor? I always assumed he was.

It wasn't really his "gimmick" per se, but TNA made a big deal about Jesse Neal's Naval background every time they could get a chance.

Does Cactus Jack's amnesia persona in WCW count?

Not really a sailor, but Scott Putski wore a puffy pirate shirt during his WCW tenure.
They should have went all in with that and made him The Polish Pirate.

I think it was Brian Christopher that dressed up as Popeye The Sailor Man for some stupid Halloween costume battle Royale in Memphis.

Well Scotty Riggs once wore an eyepatch.... I guess that makes Naomi a pirate. She had an eyepatch AND booty.
