Not really. The Muppets, while literally fictional, are always treated like actual living beings when they appear as guests places. And in WWE canon, Sheamus and Beaker are related.

They didn't say that Paul Rubens would appear as Pee Wee Herman, they framed it as Pee Wee was showing up as an actual human.

That’s a fair point, I was more meaning that people treat the Muppets as actual living people. Pee Wee, while also fictional is still alive.
