Not much is known about it other than it was attached to some other movie.
And yes, that is Ned Beatty as Bill

Someone in the comments section explained this: "I remember seeing this in theaters literally decades ago!!!! This was actually in promotion of the Will Rogers Institute's combo pack, and you'll notice right at the end before the video cuts off you see a movie theater, it would've then cut to Hank and the gang talking about the Combo Pack, I've been trying to find this for YEARS, and thanks for uploading and sourcing the link." In fact, here's an old newsletter from the Will Roger's Institute that mentions the ad: www.wrinstitute.org/files/frontporch3/files/wrihum_wtr2000.pdf

I love how a down to earth cartoon focused on the mundane parts of life had a partial movie made involving magic powers and aliens. Reminds me of the focus test scene from the itchy and scratchy and poochie episode

I'm wondering if this was intentionally made as a parody, or as a representation of everything Mike Judge didn't want in an animated show. Because it seems like they threw in potentially every bizarre action or concept possible in 30 seconds.

Though I'd love to see an absurdist KOTH show where the gang treats everything like its normal as they go through bizarre scenarios and plot twists.

Amazing that it’s the Will Rogers Foundation themselves who uploaded the video.

There's actually a video on YouTube that explains what this is.
