Not that this is remotely likely, but if I were to select a top 30 for the N64, I'd probably go with something like...
Banjo-Kazooie Banjo-Tooie Bomberman 64 Castlevania: Legacy of Darkness Diddy Kong Racing Donkey Kong 64 Gauntlet Legends Glover Harvest Moon 64 Jet Force Gemini Kirby 64: The Crystal Shards The Legend of Zelda: Majora's Mask The Legend of Zelda: Ocarina of Time Mario Party Mario Party 2 Mario Party 3 Mischief Makers Paper Mario Pokemon Puzzle League Pokemon Snap Rampage: World Tour Ready 2 Rumble Boxing Resident Evil 2 Star Fox 64 Super Mario 64 Super Smash Bros. Wave Race 64 WCW-nWo Revenge WWF No Mercy Yoshi's Story
Yeah, I realize I'm like the one person who wouldn't include Goldeneye. I thought about it despite not being an FPS guy but decided to prioritize Wave Race and Jet Force Gemini.

I’d take one of the Mario Party games, Pokemon games, Castlevania and Glover off your list and add Rogue Squadron, Goldeneye, Perfect Dark, Conker’s BFD and Mario Golf.

Any list not including Goldeneye cannot be credible.

I would definitely include Mischief Maker,a big hidden gem. A motion-control remake would have been a no brainer, but the rights to the game are stuck in some confusing black hole apparently. I loved that game. For less obvious games I'd throw Beetle Adventure Racing on there. San Francisco Rush 2049 had a sweet stunt mode too, but probably wouldn't make the cut on a top 30 list.

Iggy's Wrecking Balls is another abiding childhood favorite that probably hasn't aged great...

I just realized I forgot about Mario Kart. That’s quite the screw-up.

From top to bottom in no particular order:
Super Mario 64 Donkey Kong 64 Banjo Kazooie Goldeneye Perfect Dark F-Zero X Mario Kart 64 Super Smash Bros Legend of Zelda: Ocarina of Time WCW/nWo Revenge WWF No Mercy Cruis'n USA/World Mario Party
Probably left out some big titles but those are the ones that stick out in my mind.

Hard to say what my ideal would be, but it's interesting how it's tough to consider what actually would make the cut, given that Capcom and Konami have been represented well on the NES and SNES Classics yet the N64 era was when a lot of the major third party companies significantly slowed down their output on Nintendo consoles.
That being the case, I'll try to build a realistic lineup. If the NES had 30 titles and the SNES 21, I'll go 15 for a N64 Classic. 1. Super Mario 64 2. Zelda: Ocarina of Time 3. Zelda: Majora's Mask 4. Mario Kart 64 5. Star Fox 64 6. Pokemon Snap 7. Wave Race 64 8. F Zero X 9. Kirby: The Crystal Shards 10. Paper Mario 11. Super Smash Bros. 12. Mario Party 13. Donkey Kong 64 (w/Rare) 14. Rayman 2 (Ubisoft) 15. Banjo-Kazooie or Diddy Kong Racing
I'm not including Goldeneye or Rogue Squadron only because I'm curious how much of an issue it would be to deal with licensing the Bond and Star Wars franchises on something like this. If it's not an issue then both should be there, but I honestly don't know so I'll hold them off for the moment. Same thinking keeps me from listing WCW Revenge or WWF No Mercy as viable options.
Konami didn't do a hell of a lot on N64, sadly, and while I'd love to see some of the good ideas from the N64 Castlevanias finally get some respect there's no getting around that those games would do much better with something like a downloadable remake for current consoles (ala Castlevania Adventure: Rebirth) that fixes the issues with the camera and makes the jumping less insane. Mystical Ninja would be fun, but that was pretty niche in the States.
Wild card choice for a Capcom title would be Resident Evil 2, though I'm curious if Nintendo would want to include a M-rated game on this type of release.

If licensing issues were a non-factor:
1. Super Mario 64 2. Legend of Zelda: Ocarina of Time 3. Legend of Zelda: Majora's Mask 4. Castlevania: Legacy of Darkness 5. WWF No Mercy 6. 1080 Snowboarding 7. Mischief Makers 8. Star Wars: Shadows of the Empire 9. Star Wars: Rogue Squadron 10. Mario Kart 64 11. Super Smash Bros. 12. Resident Evil 2 13. F-Zero X 14. Goldeneye 007 15. Perfect Dark 16. DOOM 64 17. Jet Force Gemini 18. Harvest Moon 64 19. Sin & Punishment 20. Ogre Battle 64: Person of Lordly Caliber 21. Mario Party 22. Paper Mario 23. Kirby 64: The Crystal Shards 24. Star Fox 64 25. Diddy Kong Racing 26. Banjo Kazooie 27. Conker's Bad Fur Day 28. Wave Race 64 29. Donkey Kong 64 30. Cruis'n' USA

My problem is that even the super short lists contain 3rd party games that I don't think are going to be available. No Mercy, Goldeneye, Shadows of the Empire, Star Wars Podracer was tits on the N64.
I mean, I'll still buy it for the zeldas, marios, star fox and smash brothers. But the N64 had a lot of core games that weren't made by nintendo and the rights are held by questionable companies or locked away in some corporate corner.

Let's assume it's only 20 games, and no licenses (except Goldeneye) are off limits.
1. Mischief Makers 2. Wave Race 64 3. Ogre Battle 64 4. Star Fox 64 5. Super Mario 64 6. Mario Kart 64 7. Castlevania : Legacy of Darkness 8. Fighters Destiny 9. Ocarina of Time 10. Bakuretsu Muteki Bangaioh 11. Sin & Punishment : Earth Successor 12. WCW/nWo Revenge 13. Cruis'n World 14. Goemon's Great Adventure 15. Hybrid Heaven 16. Snowboard Kids 2 17. Star Soldier : Vanishing Earth 18. Super Smash Bros. 19. Killer Instinct Gold 20. Perfect Dark

Honestly the top two gets would be Goldeneye and Star Wars: Shadows of the Empire. Mainly because those were the games I remember the most, but I think those two would be hard to acquire.
Now Sony making a mini Playstation that had like 50 classic games on it with two original controllers packed in? Maybe memory slots so if you had old saves you could pick up where you left off 20+ years ago or whatever? That I'd see flying off shelves.

The major games have already been covered, but I'd throw in Mario Tennis too, as its as solid as Mario Golf and still holds up pretty well.
