Sasha's highs are higher than others but she hasn't reached them in ages, has bigger lows and often seems hell bent on killing herself.
Becky is most consistent, never hits the lows of the others but until recently there's nothing I'd go back and watch again since her breakthrough match with Sasha and the fatal four-way all of them were in. Should push herself to the top in her current run.
Charlotte carries herself like a star and is most athletic but has a habbit of breaking suspension of disbelief usually with awful promos and not selling, sometimes with a botch.
Bayley's character is dependent on booking so it's hard to judge.

In terms of Becky vs. Charlotte compared to Sasha vs. Bayley...
absolutely...
I mean Becky vs. Charlotte f***ING HAPPENED.
Sasha and Bayley have been teasing a feud for goddamn ever and double crossed each other like 7 times... only to go back to being besties...
It's worse than Nia vs. Alexa where that happened like... three times... and now they are friendsish again?
GAH!
Anyway in ring I'd pretty much put them equal... Becky probably ahead as she doesn't have the negatives that some of the others (Bayley was really sloppy early in her raw run, Sasha feels the need to do dives and almost always lands on her face... Charlotte has a bunch of moves that like her father feels need to get into every match but unlike Ric's don't as easily flow into a story.)
Characterwise... Sasha kills it as a heel but the Boss character is not at all a face gimmick ... Becky is great Charlotte... sometimes comes off wooden or like a Mal-FUN-ction-ING robot... and well never really turned face after being an arrogant bitch... Bayley... yeesh... the WWE have completely killed her character... instead of being an innocent semi-childlike face they started having her acting like a literal child...

There are times when I totally swing and miss when looking at talent (Chris Harris...yikes). But I've been big on Becky for a long while, maybe a bit in NXT but more on the main roster. I think her relative lack of success in NXT helped her on the main roster oddly enough since she didn't have the epic Sasha/Bayley series to try and follow, or the famous Flair name. As such she was allowed to organically develop an actual following. It was pretty obvious early on that Becky was the most likable of the main 4. Not as arrogant as Charlotte, not the semi nasty and mean spirited Sasha, and not as much of a milquetoast as Bayley.
Besides being a terrific worker Becky manages to seem like a good role model (well until recently, haha) without being ultra lame and geeky like Bayley. She's sexy without being slutty. A mostly good person but if you really, really cross her she'll unleash that fiery Irish temper. Fans like characters that fight back, that stand up for themselves. That's what Becky has done time and time again, whereas WWE blew it with Bayley by having her be so pitiful as to not even want to hurt Alexa Bliss. James Ellsworth rips her off at MITB? She beat the holy hell out of him and fans loved it. She gets screwed again at MITB? Becky went through the entire division to get to Carmella. Becky basically got buried in the Bliss feud on SD but dusted herself off and kept plugging away. Fans like that sort of character. Someone who fights the good fight without being a total loser.

I think two other factors have really helped Becky this year, one of her own work and one partly beyond her control.
First, she has done really well with her social media work. When she was still a face and on a winning streak, she did a series of widely acclaimed IG Stories posts retelling the stories of her matches, with many puns and various wrestler cameos. These helped make her fanbase even more sympathetic to her, to the point where many of them seriously argued they could never see her working as a heel, she was too lovable. Then since her turn, she's embraced Twitter in a big way, backing her ultra-confident-but-can-back-it-up character by attacking everybody, presenting herself with a huge ego (its worth remembering before Nia's recklessness suddenly heated things up with Ronda, it was mostly Becky whining about where she was on the SS poster), and basically being a jerk in a way people enjoy.
The other is booking, which I think has been vital in conjunction with her great promos. Her super-confident character wouldn't work if she couldn't back up what she said, and she has absolutely been booked in a way to let her do that, its not a Samoa Joe thing where he's an excellent promo but his promos feel unbelievable because he always loses when it counts. She was protected from having to job to Carmella like Charlotte and Asuka did (we never had to hear Carmella say 'I beat Becky Lynch twice'), she has the most wins on SDL this year of anyone, got a 'winning streak' where she beat every heel in the division, and on top of this got to beat Charlotte Flair clean three times, and stand tall even after the matches she lost. (By turning on her at Summerslam, and beating her up after the DQ finish at SuperShowdown.) The irony though is that with fans widely perceiving Becky as 'held back', she could be booked as super strong in a way which still let people get distracted by seeing Charlotte as 'female Roman' and overlook how incredibly strong Becky has been made to look these last months.

Charlotte is fantastic in the ring; I think she's the single best wrestler on the entire roster, actually. But she's a heel. She will always just be a heel. She isn't even bad at being a face, but: She is a heel. You'd put her over Styles, Cien, and Bryan? I think she's probably the best of the women, but too sloppy at times for me to put her in that top tier. I would. There comes a point where isolating 'the best' wrestler is silly... we got Balor, Rollins, Cesaro, Bryan, Styles, like the whole UK roster, plus a bunch of guys who rule but never get a chance to show it, like Gable, Benjamin, and Axel... but Charlotte's definitely up there, for me.

Couldn't help but think of this thread again seeing this week's shows. Raw has Bayley/Sasha in an awkward backstage segment with Alexa, and then brought out in the death slot for an even more awkward "Open Forum"/ambush segment. While Sasha gets some crowd response for her line about shipping Alexa back to SDL, its killed dead and then some by Bayley saying they should ship Alexa TO HELL WHERE SHE CAME FROM!!!, with the two of them trying to act like its the most hilarious burn ever. Although they successfully fight off Raw's low-card heels, Alexa storms off, and will presumably punish them (and us) by putting the two in another tag match against Nia/Tamina where they will likely lose again to keep Nia's push sputtering along before she gets fed to Ronda.
SDL opens with Becky's return and a Becky/Charlotte segment, with a crowd that's hot for both and both come off feeling like main-eventers. We learn they're to have the first ever women's TLC match at the PPV, and the hype level grows even further by the end of the episode with Asuka being added to make a triple-threat. Both women refer confidently to Ronda in their promos, and fans online speculate which of the two will be put in which high-profile match with Ronda.

half related but I find funny how wwe pushed sooo hard for Sasha and Charlotte to be seen as this big deal rivalry.
and neither are really that well welcomed.especially as epic rivals. then Charlotte vs Becky swoops in naturally as these two people that will fight forever as enemies and allies

On top of that because Sasha and Bayley actually move so much merchandise they are pigeonholed to never change in a way Charlotte and Becky are not.Sasha in particular who works better as a heel even if she moved to Smackdown,would still have Management uncomfortable to let her be heel similiar to Cena cause they make money hand over fist from kids buying her merch.

The whole long running tedium with Bayley and Sasha has left them as scorched earth. I will say I am intrigued by Asuka being added to that match at TLC. I can't help but think that might mean she is winning the title there.

Bayley is not in the discussion. She's the worst in every aspect of the four.
Sasha is the best wrestler of the group. She has put on the best matches and been the common denominator in the best matches of several other women's careers.
Becky is the best actor, but lags behind Sasha and Charlotte in the ring. She is like the often-compared SCSA in this regard where he was a good but not great wrestler (even down to the fact they were both much better wrestlers in earlier stages of their careers).
Charlotte is the one that looks the most convincingly dominant, and she's getting better as time goes by, especially this year. She has on occasion dragged good matches out of less-talented wrestlers, something not so many can do.
Sasha, Becky, and Charlotte are world-class wrestlers. You can't really pick an overall best out of them just have to go match by match.

Bayley is just average in the ring and terrible on promos
Sasha is terrible on promos and above average for the women
Charlotte looks and comes off like a total star. Good in the ring also. Sometimes cringey promos sometimes good.
Becky is the man. Not a great promo or in the ring but she has the "X" factor

Charlotte is generally terrible everywhere except the ring, but Becky is amazing all around. So good matches.
Bayley is lame as hell and has been treated like a butt monkey since she got called up, and Sasha has a good look, but they haven't really done anything consistent with her. I didn't watch NXT, so the concept of BOSS is odd given the Sasha on WWE.
So yes, Becky and Charlotte are the better pairing, unless WWE decides to push the robotic Nepotist over the Lass Kicker, which they will, for some reason.
