Did they legit thought this would work or were they trying to book the worst wrestling shows of all time?

They were thinking that the pro wrestling industry wasn't that far removed from the Attitude Era, if at all removed from the Attitude Era.
Yes, it shows an amazing lack of forethought on their parts by going all in with this stuff and not seeing that the industry was slowly moving away from things like this, but it's not like it was all that out of place at a time when the WWE was still doing stuff like Katie Vick.

But to be fair, even TNA's best shows are really exactly this. Shit that's either fantastic, or so bad that it's great to watch anyway.

Add the carnie sensibilities of Jeff Jarrett and his sycophants, and you have a recicpe for an overall 1000 percent more sleazy product than would get over with any audience. A combination of inertia, the most money mark to ever have money or be a mark, and having a a bunch of very talented rubes allowed them to survive too a more reasonable product once the dust settled.

That product maybe would’ve worked in 98, but that Howard Stern/Jerry Springer mentality that Russo worshipped, was becoming obsolete. In my opinion the early 2000s was the era of the reality show genre, the shock jock comedy was over by that point. Now if we’re talking wrestling fans, myself personally, I became jaded to Russo’s crash tv after that Val Venis and Kaientai segment, nothing would ever top that bullshit. In 02 it was time to move on.
