Not all of them obviously announced their winners. Think the MOTU Classics indirectly did so by referring to characters from the contest to create new He-Man characters. But which ones seemed to have NO answer?
For me, it's....
Quick...which DC characters debuted in 1982-83? It would knock me out if someone well known debuted and was the entry by the winner.
The Freddy Krueger Hotline contest for a role in "Nightmare on Elm Street 6" (soon to be renamed Freddy's Dead)

A lot of the times the people who win the "Win an appearance on show/movie" contests take the alternative cash prize or film a small scene as a background character and have their scene end up being cut anyway.

OK I am thinking too much into this. I just found a list of DC characters to debut in 1983 (giving them some time to find the winner and publish the new villain's story) dc.fandom.com/wiki/Category:1983_Character_DebutsIt would blow my mind if some kid won this contest by creating LOBO, and DC covered up for it all this time. Wait...JASON TODD debuted in '83 too? The kid could have won by creating Evil Robin, but DC publishers mistook this for Douchey Robin and ran with it. They did get it right when they made him Red Hood, though.

I'm thinking that DC Character contest was just for fun and they werent going to actually have him debut in a DC comic (way too much copyright and royalty issues to have them create a recurring character). Now HERE'S a contest I'd like to know more about:
A party with life size Transformers!

WWF Magazine had a "Win a lunch with a WWF Superstar" contest in the late 80's (I think) and I'm just imagining going to McDonald's with The Ultimate Warrior. heh.

I even remember one around 96-97 where they did an ad implying you could have dinner with Sunny via this contest.

Didn't Kool-Aid once offer one winner to make/create a Super Nintendo game? "Your very own story!" is what the commercial said. Did they only get to make the story, or did they also get to make some game design choices? Who won that, and was said game finished and released? (Or was there somehow no winner at all for one reason or another?)

Imagine a lawsuit where Vince tries to make Bret fulfill his contractual obligation of having lunch with a fan.

Would Bam Bam Bigelow & The Headshrinkers come with? They'd certainly bring plenty of roast turkeys. (Plus, Bastion Booger coming with the ice cream novelties.)

I wanted to win the Hasbro toy contests so bad, but mom wouldn't let me call the number for the entry prize.

Think the MOTU Classics indirectly did so by referring to characters from the contest to create new He-Man characters. Here's how that went down: In 1986, Mattel held a create-a-character contest, and the five finalists got a newspaper ad for kids to call in and vote (I still have my clipping of this from that paper way back then). Anyway, the winner ended up being Fearless Photog, as announced in the bi-monthly He-Man magazine, with the winning prize being getting the 12-year old creator's figure made in the official line, a 5-day trip to DisneyLand and a massive $100,000 scholarship for college. The winner got the trip to DisneyLand and the scholarship, but Photog was the victim of bad timing, being announced as the winning entrant at the end of 1986, just before 1987 and the film killed the line. Fearless Photog wouldn't get made into a figure until 2011 as part of the Classics line. Eventually, the other finalist characters would be incorporated into the mini-comics and official bios that came with figures in the hopes they would be made figures eventually.

The toy store contests were actually a subplot on last night's ep of The Simpsons.

Now I'm imagining Shaquille O'Neal as a really big Kool-Aid lover, buying a lot of it especially for the sake of winning a video game contest.
