I just remembered how Molly Holly was a jobber in a match against Jacqueline back in 1998. She went by the name Starla Saxton.

I remember one jobber who wrestled Umaga and hammed it up to the camera hardcore. He took his corner move and turned to the camera with an Oh Shit expression.

I loved the old school JTTS's that would win one or two against other jobbers but not against big names... SD Jones, Iron Mike Sharpe, and "Quick Draw" Rick McGraw are the top three names that I remember.
Also, The Mulkey Brothers.
And Tony Zane, and I remember him because he got involved in the Dusty Rhodes/Magnum TA "Midnight Riders" feud against the Midnight Express. Dusty and Magnum lost a 'loser leave' match and returned masked as the Midnight Riders. On a TV show, the Riders had a match and were jumped by ME, and they pull off the one wrestler's mask and it's... Tony Zane!?!? And of course the real Dusty runs out after that.

He didn't remain a jobber very long, but I remember watching the first few matches of the Kamikaze/Cannonball/ The Kid before his upset win over Razor Ramon, and even though he got squashed something about him made me cheer for the guy and want to be a fan
