Given there were talks with Jericho/Impact way before AEW was announced (Jericho is the reason D'Amore/Callis are there), I can see that being true.

He was always using Impact for contract leverage, I don't think they have the fund to come near to make it worthwhile and Jericho has those guys in a good power position as the relationship is good for him and his cruise

Yo when you gotta call somebody a mark that's just waving the red flag. Man, I see exactly what Captain's saying regarding this. Its proper business etiquette to at least have talks regarding your options regardless if you will turn em down. That's Business 101.
Jericho wasn't gonna sign to TNA all. He ain't gonna be paid in lint and peanuts lol.

And yes Jericho got him and Scott their jobs but he never considered for a second going to Impact. He used it as leverage for both the wwe and AEW.
Jericho also used tna for leverage in 07, this is nothing new.

And even then as I pointed out already, you got your friend in a very good position and oh course Don is going to return the favor When WWE said no to his cruise, Impact was on board. That's the benefit of a having a friend in a good position and it helps out both of them. Don gets to continue to push Impact in a positive light while Jericho gets talent for his cruise
I wouldn't rule out Jericho making a one time appearance there but he had chances at it and still hasn't. In a World where Jericho is making 100K a match from NJPW, still had Vince in his good graces allowing him to do what he wanted, Impact is a very good gesture for your friend as said before Jericho has said before he used them for financial flexibility and I don't doubt the same this time but obviously he entertained it more seriously cause of his friend but business is still business

You keep your options open and it's damn nice to have put your friend in a high position and be able to come back on that later. I don't doubt threw him a nice figure that Jericho probably said okay this is actually nice but the friendship don't equal a guarantee
Besides that, even in friendships you can't always trust what Jericho says out his mouth when in regards to wrestling. I'm sure he told Don some nice things but talking and actions are different

RVD is still cool, he's at least on par with latter day Ric Flair in WWE. And I enjoyed latter day Ric Flair in WWE. I mean, naturally you'll be influenced by how much you are or aren't a fan of him, I'm a fan. But the internet has been tough on RVD for a long long time, more so than to his peers. You can find some decent indie RVD matches from 2017 and on, on youtube. To me, as solid as some of the recent Hardyz stuff. Slower than before sure, but still good psychology and hitting the big spots, keeping the crowd into it.
Overall, we've all seen The Wrestler and various docs I'm sure, it's not always fun being a 48 year old wrestler. Seeing him for me would be a positive on any show, as long as he chooses to keep doing it.
