said in the original post - but it's Batman's rogues gallery,
they are characters that stuck with me the most compared to some of the other heroes, I could probably list way more villains from that universe then any other that's including those created for the 60's series such as King Tut and Egghead (nearly wrote Eggman then since I am listening to I am the Walrus as I write this)

I like Spideys because he has personal history with alot of them, whether friends, bosses, teachers, coworkers etc. Plus they're all pretty cool. I can't think of a Spidey villain I don't enjoy. Even the goofy villsins like White Rabbit are fun when they appear. I also quite like the X-Men's villains. Magneto, obviously, but then have a good bunch of other villains and team. Hellfire Club, Apocalypse, Cassandra Nova etc You know, that makes me think. I would love to see them try to do Clone Saga stuff in the movies with Tom Holland. Both because it'd be fun to see if they could try to make it work at all in the films, given how convoluted it all was, and because seeing Tom play Kaine sounds hilarious. Granted, if they wuss out on actually doing it, they could just have it turn out to be Chameleon faking it. I think a version of the Clone Saga could be a great hook for a Spiderverse sequel

Dr. Strange's regular rogues gallery is small, but holy shit do they pack a punch. Dormammu, Shuma-Gorath, Nightmare, Baron Mordon, and Mephisto, and I'm sure I'm forgetting a few into the bargain. Don't forget Dormammu's sister Umar, who once ****ed the Hulk into unconsciousness. No, I'm not joking. Then Bruce hilariously tries to turn back to Hulk with no luck.

I’ve always thought Batman had the best gallery of Villains and it not even being close. It's really not much of a contest. Batman's got more top-tier antagonists than most heroes have antagonists of all levels. Even his second- and third-tier antagonists are pretty strong.

I've never understood the love the Flash's "Rogues gallery" gets. Yeah, they were one of the first groups of such to get that sort of attention, but when you look at them...the Human Top? Turtle Man? Heatwave? Golden Glider? These are top villains for a hero? Flash has, like, four or five truly memorable recurring villains - Zoom, Grodd, Trickster & Piper (when they aren't heroes), Capt Cold and Boomerang. The rest are skidmarks. Heat Wave became great in the Arrowverse once he became an anti-hero and sometimes outright hero on Legends of Tomorrow. It helps that Dominic Purcell has so much great chemistry with Wentworth Miller and his Captain Cold, who followed a path to redemption and even kept to it on The Flash. Though the Arrowverse shows have been pretty good at taking B-list characters and making them really fun.
On that note, I did like how it seemed like Caitlin Snow/Killer Frost's character arc on The Flash is part of what influenced the comic Caitlin Snow's own heroic turnabout.
That's great but...that was in the last 5 or so years. These characters have been around for 50.

Iron Man has a decent rogues gallery as well, though you rarely see anyone talk about them.

Batman and Spider-man are the clear favorites for me.
Big fan of the Daredevil and X-Men villains, too.

Batman, easily.
Even his crappier enemies are still entertaining.

Mirror Master II is one of the greatest supervillains ever and I will fight people to the death over it lol.

Batman and Spider-Man easily. Not only do they each have a ton, but at least a dozen on each side are super memorable and iconic.
Next up would be the X-Men. You don't see them come up in these talks a lot, but their villain roster at one point was ridiculous. Apocalypse, Magneto, Hellfire Club, Juggernaut, Mystique, Bolivar Trask, Shadow King, The Brood, Mojo, the rest of the Brotherhood of Evil Mutants, just lots of quality villains.
Also have to give special mention to Captain America. Maybe not the strongest group of rogues, but I love a bunch of them. Red Skull, Baron Zemo, Arnim Zola, Crossbones, Batroc, Baron Strucker. It's a pretty good assortment.

Since the X-Men have been mentioned, I will say that the Teen Titans have some excellent villains. Don't forget, Deathstroke was their villain first, before dealing with Green Arrow and Batman and just whoever a bunch of times nowadays. Beyond him, you get the HIVE, sometimes the Brotherhood of Evil since Beast Boy kinda ties the Doom Patrol and Titans together in a way, Trigon, Blackfire, goofiness like the Wildebeest Society and Ding Dong Daddy, like what feels like a dozen Brother Bloods, and a lot more.
Terra's an interesting case in that I think the cartoon version brought more of a conflict there for her, I find the hilarious levels of how unrepentant the comic one is to be amusing, even if it's also pretty creepy, considering she was like 14 or 15, and banging Deathstroke.
