Shane and the Wildcard rule really go hand in hand, really. At the very least, if WWE strictly adhered to the brand split but kept Shane on both shows, he would be forced to use different guys backing him up in different feuds. Instead, he's just got McIntyre and Elias helping him on both shows, so everyone gets that much more stale every week.
Also, they inducted Crown Jewel last year which was pretty in depth about the Saudi deal, and I don't think Goldberg vs. Undertaker alone adds that much more to the story, but then again, there will be another Saudi show later this year.

I think Shane is a strong choice, but I still think the Wildcard rule by itself, the Saudi shows, ROH part of the G1 Supercard, or the Bully Ray incident are better choices.

Actually, good point if only because without it we'd be seeing less Shane. Vince, Shane, Stephanie, and Triple H are on both shows ever since they got rid of Corbin and Paige as authority figures.

True, but it's doubtful they'd be constantly beating the angle into the ground on both shows. During the initial heel turn and feud with Miz it was pretty much entirely isolated to SmackDown.

Taker v. Goldberg, the match that should've never have been booked for 2019, and the actual match proved such.

I don't watch WWE hardly at all, but from what I have heard Shane sounds like a strong candidate with this "Best in the World" nonsense.
My other nominee would be Bully Ray/ROH. Basically everything he's done with them, between big manning fans, bringing in his girlfriend and the Enzo/Cass crap at MSG with his fingerprints all over it. Juice not wanting to work ROH, most likely due to his crap as that was his only major feud in the company. He has managed to turn ROH, an always respected albeit uninspired at times constant in wrestling to TNA 2010/11 without the star power.

Mr. Miz because it has the spirit of the original intent of the gooker. Yeah, I miss when the Gooker was about goofy or stupid angles/characters instead of essentially becoming all about I HATE ____ about the product!

The Shane/Miz feud started before well before the WC storyline, so it only being on Smackdown is more because of that. I would guess that if there was no WC, they would either just end the Shane/Miz angle completely or Shane would have separate angles with Miz and Roman on each show that wouldn't intersect.

Yeah, I miss when the Gooker was about goofy or stupid angles/characters instead of essentially becoming all about I HATE ____ about the product! Aside from Crown Jewel, which was glaringly bad, political or not, I had to be reminded of what the last few Gookers were. That’s how you know WWE is bad: it’s so bland, even the worst of the year is not memorable. I might give it to Vince for being generally out of touch and unable to adapt based on the stories being leaked. His authoritarian style of writing, erratic changes to programming, blaming the fans for not liking the product, and when he does attempt to make changes, they’re always the wrong ones.

See, stuff like Shane would be more like that Observer Worst Promotional Tactic deal rather than a Gooker. Gooker needs to be silly and horrible stuff. That to me is the problem with WWE. There's nothing hilariously silly going on. Shane getting pushed like this isn't really even Wrestlecrap. It's just crap. The Beach Blast mini movie is hilariously cheesy and fun. Shane's incessant push is not. Nor are the Saudi shows.

Not now, but a few more months, and we'll get 24/7 title as the Gooker.

Yeah, I miss when the Gooker was about goofy or stupid angles/characters instead of essentially becoming all about I HATE ____ about the product! Hasn’t the Gooker always been about the absolute worst of the year? WrestleCrap, on the whole, has been about goofy and stupid angles, but the Gooker has always been about recapping the single worst story in any given year. It’s preferable that the angle being covered is fun, but I don’t see it as a requirement, especially since recapping all the people Shane has gone over on a week to week basis can be fun.

The Revival and Ucey Hot.
It was already a silly idea to begin with but the execution was beyond painful. That entire segment died a death from the start.

I think the winner is whatever is going on with Mojo Rawley. Weeks and weeks of mirror talk, debuts with elementary school toilet blue facepaint and no real direction, and then just dropped. Yeah, I miss when the Gooker was about goofy or stupid angles/characters instead of essentially becoming all about I HATE ____ about the product! The Gooker is about the Wrestlecrappiest thing that year. Two or three times it's become "bad booking" or "bad wrestling" but ultimately it's about the most "how is this on television?" ridiculous thing.

I mean, the Gooker's been about seriously terrible stuff more than just plain goofiness more often than not anyway. Katie Vick, the Diva Search, and David Arquette ride the line between the two, the Invasion is straight up on bad booking, then you've got stuff like mocking JR, Eddiesploitation, heel Dixie Carter, and TNA on Mondays. I'd say the only ones really arguable as just being there due to being really goofy are Al Wilson, Claire Lynch, the Brie vs. Nikki feud, Mike Adamle, and Hornswoggle McMahon.

Yep, it’s Shane. It’s been going on for months with no signs of stopping. And he’s all over both Raw and SDL. Hell the Mr. Miz stuff is all tied into this Shame push.

What a year 2019 has been so far. If the second half of the year is going to be anything like the first it’s way too early to call it.
