With WWE wanting Owens to be "Stone Cold" including giving then the stunner.
And other moments like giving Swagger the Ankle Lock(absolutely because the Angle similarities were many).
Just,why? All you do when making the same finisher for that reason is reminding us that they are not said Star.And both man had really good finishers too.

Because WWE has taken the weirdest, most counterproductive lessons to everything and now thinks that the solution to all their problems is to channel the past rather than look to the future, compounded by the fact Vince is old and uncreative and doesn't have any original ideas.

A real old example of this is The Tonga Kid being a non-union Samoan equivalent of Jimmy Snuka.

He benefited from other people being there to help him and by not yet being old, shitty, and senile. What he knows about Austin is that the stunner always got a pop. The actual booking that made him successful and the way he resonated with people is all just totally lost on Vince now, so all that's left is the thing Austin does whenever he shows back up that always makes the audience cheer, not realizing the stunner in and of itself was never the actual thing people liked.

It reeks of desperation (not awesomeness) that they are literally trying to do Austin/McMahon over twenty years later with a guy who looks like a regular guy and who wears all black and does the Stunner vs. well...Mr. McMahon Jr.
Maybe they can get Deontay Wilder involved to really rip off the greatest hits.

Vince believes that the thing that will work next time is the thing that worked last time, even though it doesn't work now. He wants the next <X> when the guys that make him money generally aren't trying to copy anyone else, Hulk Hogan wasn't the next Bruno, Austin wasn't the next Hogan, Cena wasn't the next Austin... But there a whole heap of failed clones inbetween.

This is one of the many reasons for Roman's failed megapush.
They apparently had no idea what his gimmick should be because he was presented like Cena, Rock, Austin, Daniel Bryan and CM Punk rolled into one and it didn't work at all.
If they wanted to make him anything, he should've at least been like a poor man's Goldberg. One liner. Spear. Leave. Or hell...I don't know...book him like the first Roman Reigns instead of forcing stuff from the past because it worked one time.
No, let's have him recite word for word monologues filled with cheesey jokes because that worked for the Rock. Let's have him split the crowd but still do business because that worked for Cena. Let's have him be a badass rebel against the powers that be because that worked for Stone Cold. Let's him have do worked shoot promos because that worked for Punk. Let's have him be a scrappy underdog because that worked for Daniel Bryan.
At least Kevin Owens can make this direction work since he was already doing an everyman rebel gimmick way back when in NXT and people liked it. Then again...maybe don't have him doing f***ing Stunners and pissing on the company like it's 1998, when it's 20-goddamn-19.

It was froma news report,I can't find it now so believe a smuch you want ,but when Owens returned with the video packages where he had his family and he debuted the stunner, the idea was to make him the guy everyone can relate to,just like Austins. The Stunner was added to make it much more similar.
