Did they actually say it was for the title, or is it just a regular match?
Either way, Jericho got to pick his own opponent, so it would make sense that he would want to face someone who hasn't won a match yet.

Also, let me see if I have this right: Chris Jericho has the ability to handpick his own opponent, despite not having any real power in the company. Meanwhile, one of the Executive Vice Presidents can not get a match with MJF. Did they hire WWE creative to write their show as well?

However, I think the ranking system is for the guaranteed opportunity at a title match. If you're on top of the rankings, they can't deny you a title shot. This will probably come into play when Jericho HAS to face Moxley.

On the MJF thing I'll say that's more of an example of Cody trying to not abuse his power as EVP and force the match itself. From the sounds of it with Jericho this was just something AEW management granted him, and is most likely not a regular thing. Also they've never said it was a title match.

The win/loss records have led to some neat nuances, actually. Adam Page tried to pad his record by asking for another match against Pac, only to take a loss that knocked him down the rankings - demonstrating a hubris on his part and also the principle that it isn't so easy to reliably beat a skilled opponent. Nyla Rose ranted about her battle royal victory not counting and went on a squashing spree, including trying to demand a handicap match. Darby Allin was able to get a justified bump up the card and a memorable title match out of his early record.
Plus, placing in the rankings and beating the #1 ranked wrestler have been treated as a viable alternative to the old saw of beating the champion in a non-title match. Kris Statlander just got put over huge by beating the woman at the top of the rankings. Said #1 had solified her place by knocking off the previous #1. The Lucha Brothers have managed to maintain some prestige after the title tournament by hovering high in the tag rankings. It has served as a more flexible form of prestige that isn't beholden to the baggage that titles come with.
