I honestly don't know why AEW have gone with the 'Higher Power' route with the Dark Order since Evil Uno's promos and general look with the suit and all that have actually got people to care about the Dark Order. I think that Uno is a good enough promo cutter that they don't really need a 'high power' figure.
I think that the Dark Order would work better with Uno as the leader instead of him answering to someone else, because, if there is a 'higher power' figure, then why is Uno been presented as the one doing all the recruiting speeches? Why doesn't the 'Dr Claw' style figure just do that job himself instead of getting Evil Uno to be the middle man?
This is a bit of fantasy booking, but if they have to have a Exalted One figure, I think that the person who played the fantastic Dario Cueto in Lucha Underground would be a perfect fit.

Totally killed my interest in them. That's not to say it won't turn out awesome - hell, just look at how quickly opinions on DO changed from a couple months ago - but it feels way too soon to do a storyline like this. We've barely gotten to know them.

Uno could be a good right hand/sub-leader to the eventual leader (e.g. what the task master was to the master in wcw), with Grayson being the muscle.
I dunno, all depends on who the higher power ends up being really.

Uno is a tag team wrestler and has been for the majority of his career. That's not to say he couldn't be the leader, but being the right hand to the big bad makes you just as intimidating and just as threatening. Everyone listens to him, because if they don't, they're screwed.
The Exalted one might not debut for awhile, so by all accounts, he is the leader, until otherwise. That might still prove true if "Exalted One" isn't a wrestler (but I assume they'll be)

I think of Uno as the Vader to the Exalted One's Emperor. Sure, the Exalted One is technically the leader, but Uno is, for now, the public face of the Dark Order along with Stu Grayson. It also lets Uno and Stu continue to act as a team without Stu coming off as his subordinate.

Because they want the group to be seen as credible rivals to the elite, and rightly or wrongly, Uno doesn't bring that sort of international recognition to the table. He can build up to that sort of level if they get the right leader in however, the way Jericho has helped Sammy Guevara and co shine.

Okay, I gotta say it.
I love the Dark Order. I love stables, I love cheesy wrestling gimmicks, I love masks on non-luchadores, I love Uno's mask, I love the creepers, I even like Tiny Kratos.
BUT, Evil Uno in no way, to me, comes off as threatening. His voice isn't threatening, the way he said "I respect that..." was lame to me, not mob boss-esque at all, and he looks like a schlub in the suits, like they're just ill fitting. Kinda like a dude who bought his first suit just for job interviews and doesn't really know he has to have it tailored or how to wear it right. So a higher power, especially if the Dark Order is going to be going at the Elite and doing main event stuff, seems like a necessity, cuz Uno ain't that dude.

He’s a good character (and formidable in the ring) but not really physically threatening. I don’t know who they plan on it being, but I think the exalted one needs to be a threat as a character both vocally and physically. I think TDO needs that, but who knows.

Part of the story was that they were taken in by this cult, as a way of explaining why the Super Smash Bros went through such a radical change. It wouldn’t make sense for Uno to be brainwashed by this group if he was the founder.

They should do something completely different and have it be a someone on the roster who is messing with them all for fun
