For example, in the AJ Styles era of the bullet club he was the top star of the group, winning all the big ones, but the leader was still Anderson.
Which stabled had a guy leading then that -at least kayfabe wise- werent their best wrestler?

Any stable led by Vince. Any led by non-wrestlers generally I guess.
Times where it's two active wrestlers are rare. Farooq and The Rock in the nation. Whoever was booked stronger than Stevie Richards in RTC.

In the early days of ROH, Christopher Daniels was the leader of The Prophecy. An undercard wrestler in the Prophecy named Xavier became ROH World Champion. Christopher Danials and someone else (forget who) were the Tag Champs, but Daniels was still leader.

The Freebirds in the UWF in 1986. Terry Gordy was UWF Champion, but Michael Hayes was the leader of the group.

You could argue that Nakamura, in his last couple of years in New Japan, was technically still the leader of CHAOS even though Okada was higher on the card than him.

TARU was the leader of the Voodoo Murders, yet others like Kojima or Suwama were the ones who challenged for the Triple Crown.

Lo Down, starring Tiger Ali Singh. (I guess you could argue he was really a manager by this point.)

I mean, he was the "top" guy, but Hogan was by no means the best wrestler in the nWo.

Arn was clearly the best and the leader in the Horsemen, but he had to take a backseat for that jabroni Flair.

Southside in the UK had the Righteous Army which had Jimmy Havoc and Kay Lee Ray as members, but Joseph Conners was the leader.

Whoever was booked stronger than Stevie Richards in RTC. Val Venis was groomed to be the leader of the RTC (according either his or Stevies RF shoot) and he was the better In Ring performer of that faction

The Jackal leading the Truth Comission, with Kurrgan as their biggest star.

Dungeon of Doom would fit this, right?

Dungeon of Doom would fit this, right? Definitely. Kevin Sullivan and The Master were the leaders but The Giant was clearly the top wrestler of the group.

Does PCO winning the title before Marty count?
