Not really sure WWE missed out on anything in 2000 with where Taz was at, but man... he would've been something in WWE around 1998 in that he was different than anything they had and would have fit right in with the rise of the Attitude Era.
Even if Taz were healthy when he came to WWE, so much went against him once he got there. His first match didn't make him stand out as anything overly special, as Angle showed could do everything Taz could, and just as good, if not better. His size was exposed, and then the new car smell wore off in record time once The Radicals showed up.
I loved Taz in ECW, just seems like WWE wasn't going to be a fit for him, and I wonder if Vince would have signed him if he knew he was going to get Benoit, Eddie, Malenko, and Saturn shortly after. Likewise, I wonder if Taz would have been better off signing with WCW if he knew those four guys were leaving.

Also side note: I love the idea of them bringing back the FTW title, but I feel they should have waited until after Fight For The Fallen. Let Mox get away with a victory, and have the heels call BS and declare Cage the "real" champion with the FTW title. I feel like this was the original plan but they moved it up because of Mox not being there. Count me as someone who is really enjoying Taz as a manager and if the FTW title does for Cage what it did for Taz then it will all be worth it.

Yeah it was weird back in 2009 they put him with Samoa Joe in TNA and I wondered why they never pushed it more. But the WWE missed it too clearly. Taz always was intimidating.
