To try to answer the question in a serious way, I guess it depends on who is available to me. Like I want as many of the people with ties to ROH's history as possible to at least swing by for something (provided they aren't problematic). I'd love to have Samoa Joe as an on-air authority figure or a commentator. Chris Hero as a talent scout/trainer. Bring back Allison Danger to spearhead the women's division. Hell, Low Ki seems like a pain in the ass, but if I could get him to be cool with a one night appearance to present a championship to somebody, I'd do it.
I like the current storyline of Gresham and Bandido both having legit claims to being the world champion, so if possible I'd resolve that with whichever of them is willing to stick around winning the main event of the first show (if they're both willing to stick around, make sure to keep the loser in a prominent position afterwards).
Outside of that (or if neither of them are available), whenever I start fantasy booking on a video game or whatever, I always start out with a massive tournament (either for a vacant title or for #1 contendership to a title). Then build stories out of that. Try to keep a solid core of people that are sticking around and get prominent free agents to come and go here and there.
I would also push the shit out of Brian Johnson. Because I am not a bozo.

The best way to make him worth the trouble seems to be to book him in a main event dream match where he wins. Not for a title or anything but just like vs. The Great Sasuke or something. A match that would be awesome and justify the main event spot and the pain in the ass that is Low Ki. But Ki is well past his prime now. There are many better dream matches you can make with guys that don’t bring Low Ki’s baggage. He’s been in the business 20+ years and no significant promoter has been able to have a longterm business relationship with him. Court Bauer has come the closest.

Yeah, if I was in charge at ROH I'd be working to build a solid braintrust and scouting team together, and Hero, Danger, Joe, and even Regal if he's interested would make for a great foundation that includes a lot of ROH history...no pun intended, but put Gresham in that group, too, albeit as a full-timer in the ring, as well. Delirious still has a place, but the goal the last couple of years has clearly been to shake things up; they tried first by giving Marty Scurll the book, that got derailed for obvious reasons, but even after that they didn't just go back to status quo, they started having a more varied booking/creative team, they brought in hot indie acts, they revitalized the Pure and Women's divisions, etc. I've said before that if I had the power to, I'd find a way to detach ROH from Sinclair and get them with a stable financial partner that would be willing to put more money into the promotion and work on finding a cable spot for them. With the right investment, I don't see why a product like ROH's couldn't draw good enough numbers to justify a decent spot; remember, Turner originally thought AEW would draw something like 300,000-400,000 viewers a week on a super well-established, widely available cable channel in prime time, and Impact is currently drawing in the area of 100,000 a week (albeit on a channel owned by their parent company), so I don't see why ROH couldn't get something that falls in between that given the right platform and time slot. Hard to see Sinclair giving up that much archived content without demanding a pretty penny, though. Otherwise, yeah, start off by running things sort of PWG style, mixed with simple weekly TV; announce "super indie" supershows that happen, say, once every couple of months or so, and have some of the names who come in for them stick around for a set of TV tapings to give you enough material to span the shows in between. Don't be afraid to rotate who gets highlighted, but see if after the first couple of shows you can put together a roster of regulars who'll be there for most of the storylines; make it younger wrestlers that fans will get attached to and want to see grow, while the bigger indie names have the early marquee matches and eventually serve to help get those young wrestlers over. Plus, really embrace the "Forbidden Door" era. ROH did a good job patching up its relationship with NJPW in the last year, and now they've had their championship defended on an Impact PPV, but go even further and work with as many promotions as you can to expand the talent pool available to you. The ROH titles could appear on nearly any TV show or mega card around the non-WWE scene if you play those cards right, and between Impact, NJPW, NJPW Strong, and probably even AEW to some degree, there's a lot of potential out there to make this work in interesting ways. On-screen, they'll likely have to streamline things a bit. They got to a point of having a lot of titles, but could justify it with the roster size they had. Well, that's apparently not going to be the case for awhile, so it might be best to sideline the TV belt (sorry, Rhett) and six-man belts for a bit, at least until they have a steady roster again. The Pure title and the Women's title, at least the way they were building it, have the best potential to really make their product stand out from others, so don't be afraid to really shine a spotlight on those. I wish I could start naming who my top names would be at the relaunch, but April might as well be a decade away right now given how many places current ROH champions could end up before then; like, I'd have wanted Brody King as one of my top guys, but we're all just counting down to him on AEW in the House of Black at this point. The Kingdom just showed up on Impact, and PCO's with them, but PCO's contract technically ended already, I believe, so who knows what the arrangement is there? Rok-C had a WWE tryout, but again there hasn't been news on what the outcome of that will be yet, either. Among the names who haven't yet indicated they're going anywhere else full time as of yet, I'd keep the spotlight on Gresham, Shane Taylor, Josh Woods, Bandido, and Dalton Castle for the men, while building up some of the younger guys like Dak Draper, Brian Johnson, and Eli Isom. For the women, I'd love to see Rok-C stick around, but Willow is over as hell, Miranda Alize seemed like she was going to stick around, and it's high time that Allysin Kay get a chance to really stick someplace again, she's too good not to...oh, and Allie Katch, too, because Allie's awesome. Add in some stalwarts who really suit the ROH style, like Fred Yehi, and see if he wants to show up regularly. Oh, and make sure to feature Max the Impaler, because it'd be stupid not to. But, again...who knows how many of those folks will still be free by April? It's really anybody's guess right now. I'm still betting on Bandido and the Briscoes ending up in AEW, for example, and there's tons of other wild cards that are impossible to guess at the moment. ETA: On a larger scale, I'm curious if ROH could set itself up as a sort of counterbalance to GCW, while working with them, as well. GCW offers a massive array of styles including technical, but is mostly renown for its willingness to indulge in some ultra-violence and do some insane gimmickry and overall mind screws like the Spring Break shows, combined with an overall punk rock and underground hip hop aesthetic; could ROH kind of become a brand name like that which offers its own variety of shows and styles, but more focused on the technical/sports presentation side of things?
