Obviously they can't use the Royal Rumble name but there's really nothing stopping anyone doing the exact same match. Just a huge battle royal with big stakes featuring all your top stars and entrants coming in at 90-120 second intervals. I can only assume the reason most don't just copy it outright is because it would seem cheap/low-rent.
They usually always tweak it in ways that are never for the better. WCW had World War 3 which was always a giant clusterf*** and rarely entertaining. AEW's casino battle royale is just awkward with the card deck thing and like WW3 people enter in groups so you don't even get to properly pop for individual entrants when they come out. NJPW Rumbles are completely unimportant and just full of people who couldn't make the main show. ROH's Honor Rumbles are also usually dark/pre-show fodder. TNA has tried a few different kind of Rumble style matches over the years, most famously the dreaded reverse battle royal. Lucha Underground's Aztec Warfare I would say was by far the best variation.
It can't be understated how lucky WWE is that Pat Patterson came up with the Rumble idea/rules. It sounds like the most basic thing ever but no one else has ever been able to make it work as successfully and regular battle royals had existed for probably 100 years and are/were boring 90% of the time.

WCW also did a Royal Rumble style match on one of their Australian Nitros. IIRC Mike Awesome won to earn a title shot

MLW has the Battle Riot, which I've tended to enjoy the ones I've seen.
The aforementioned Lucha Underground Aztec Warfare matches were probably my favorite non-WWE Rumble style matches. I just liked how LU did them.

The TNA Gauntlet for the Gold in August 2017 was very good.

Already mentioned but gawd damn Aztec Warfare and we just covered the 2nd (IMO best one) in the Gecko rewatch (expensive plug he don't pay us enough lol).

Them having it turn into a 1 on 1 match when it comes down to the final 2, is a good tweak.

That's one of my favorite debuts ever for a monster heel. It's probably uncomfortable as hell to wrestle in, but the coveralls manage to make Jeff Cobb look that much more intimidating, probably since it basically makes him look like Rick from Splatterhouse.

The first Battle Riot is very good. The second isn't as good and the third sucked.
ICW has an equivalent called Square Go which varies in quality but is a fun watch.
DDT had a 100 character Rumble that I still need to watch.
EVE have done a few Rumbles, some of them great. Session Moth doing the Foley triple header at the first one ruled.
The WSX Rumble is great fun if you get any enjoyment out of that product at all.

GCW just announced the return of the Clusterf*** for The Collective during Mania weekend, which is a Rumble but stables and tag teams can enter together and there is no set time on when the next entrant comes out, and you are eliminated by pinfall, submission, over the top rope, or death. They've also ran two Rumbles in the past month that weren't billed as Clusterf***s, but the Hammerstein pre-show battle royal might as well have been a Clusterf***.

I’ve not watched this match but my first thought was there a rule in place that when there was 3 people left what if 2 people were eliminated at the same time (I know it wouldn’t be booked like this) leaving 1 person?

Same type of match, but my city’s two companies put aside their differences for one night and held a tribute to a fallen local comrade by combining the best of their two rosters for a Royal Rumble match in his honour.

CWF Memphis just had their Grind City Rumble. Winner gets a title shot,and they had Jordynne Grace,Thunder Rosa and the ladies that normally work CWF Memphis in the match. Should be easy to find on Youtube.
And most years CWFH has the Red Carpet Rumble. Where the winners gets a shot at the Hollywood Heritage title.
On a smaller level Powerslam Pro ,central MS based fed,use to have a RR style match every year in January. 20 people total. Winner gets a title shot at the next event. The last one PSP held had a fun spot where around number 12 the ref Skippy ,who was ringside seeing if peoples feet touched the floor,got entered into the match. He jumped in the ring did the Carlton dance,then as 3 heels rushed him he dove out the ring over the top rope and ran out of the room.

Championship Wrestling from Hollywood had for the longest time their Red Carpet Rumble. I know in previous ones the winner got the Percy Pringle Memorial Trophy.

There's the Scenic City Rumble in Chattanooga, with the winner getting a guaranteed spot in the Scenic City Invitational.
These are all fundraiser shows for schools in the area, so there's no "official" promotion behind them, I think?
