That's based on the Funskool indian variant of Snake-eyes, 80s toylines were known for their weird international variants because licensees weren't on that tight a leash, when they had licenses at all. It's how we ended up with Super Powers Green Lantern Riddler, Mexican police car Prowl, the Action Force vehicle driver Gi-Joe repaints and so on.
As to why it exists? Easy repaint, easy money. Super 7 do low production run stuff in the 5POA Kenner style and licenses are expensive so they'll get every use out of a tooling they can.

Not the first time they tried to colorize Snake Eyes Why does a ninja need a bazooka? I love this figure because it reminds me of Andrew Wildman's run on the comics. He made all those 90's neon Joes look dope. Also, its a grappling hook, not a bazooka. And he used it in the comics to climb the mountains near Destro's Castle.

I still regret all the times I spun the torso of my GI Joe figures so they would spin around like a helicopter but ended up snapping the little rubber band. I learned how to replace the bands, usually with other rubber bands. If you used the right ones and wound them tight enough they would work pretty well. Granted, it was more necessary for the older figures that I owned than the newer ones as the old bands got dry and brittle.

I THINK it's meant to be like the cartoon, but I don't think SE was in powder blue there. I also have Baroness from this line, which is still lighter colored but being in navy blue, she's an improvement.

I THINK it's meant to be like the cartoon, but I don't think SE was in powder blue there. I also have Baroness from this line, which is still lighter colored but being in navy blue, she's an improvement.
