For me it's Legacy. Three of the most boring nothingy guys ever, who occasionally were joined by other boring guys who'd disappear, being all over shows every single week.
I don't remember one promo or angle of theirs and it felt like they were around for years. I think they maybe feuded with DX, which is probably my 2nd least favourite group ever.
I think that run is wgat killed my investment I'm WWE amd is when I'd just skip to people I liked
Sometimes I'd forward a whole Raw because the few guys I enjoyed weren't on that week lol

Retribution stands out for the baffling wrongheadedness of trying to piggyback off real-life political events in a way that was somehow both annoyingly on-the-nose and bizarrely distorted. Just embarrassing and uncomfortable.
It really is kind of like the Mexicools, but at least with that it was this fascinating decision to have them actively trying to implicate the audience's racism, which is something I'd expect off-off broadway but not from the WWE.
