And don’t just limit yourself to the villains. Sure there are great bad guys like Gus Fring and Homelander. Don’t shy away from antiheroes like Tony Soprano or Dexter. And there is nothing wrong with supporting characters like Zapp Brannigan or Lost in Space’s Dr. Smith

3 levels for me.
Homelander and Ramsey Bolton; when these two are on screen they actually cause the viewer stress as they're so unpredictable and OP, one stray comment and they are raging and no one is safe.
Jaime Lannister and Merle Dixon; bastards but bastards who were made by their experiences rather than born bad. Every now and then will try to clean up their act but its just too much their nature to be scum. Speaking of GOT Theon and the Hound had these tendencies but both arcs ended well enough that I don't see them as heels despite their terrible acts.
'Horrible' Ives from Porridge, Slater from OFAH or Artie Ziff from The Simpsons; nothing cool or anti hero about them, just scummy men but never really a threat to protagonists.

Malcolm Tucker He verbally (and sometimes physically) abuses anyone he has control over. A bully who treats just about everyone (he is very respectful of his PA and is very defensive of her) like shit, male or female, and essentially scars them for life. Deliberately and unscrupulously manipulates Politicians and Journalists to serve his own cause, even the Prime Minister. Yet, he’s just do damn entertaining and on occasion, very charming. And who can’t love a man who describes Star Wars like this? (Language Warning)

Vern Schillinger ended up being so scarily effective as a villain on Oz, It's hard for me to see JK Simmons in certain roles and be a little put off at first.

Terry Silver - He is brilliant. Steals every scene he's in.
Joffrey and Tywin - Joffrey had that sheer hateability. Tywin was a nasty piece of work covered in competance and charisma.

Arnold Rimmer in Red Dwarf,he has little to no redeeming qualities and a complete annoyance! J.R, a truly evil sob! Lionel Luthor in Smallville, so much worse then Lex and Lex had no chance with a father like him. The Master in Doctor Who. Roger Delgados version is the best and he is delightfully evil!

Todd Chrisley...That show is the fun equivalent of watching toddlers play in traffic every week yet somehow my wife still drags me through it...It has to be some type of Stockholm syndrome that I laugh and enjoy watching his televised shortcomings?
