See, I wasn't against the idea of the title as a sort of Pac consolation prize/Head Scouter title but it is nuts it was introduced just as the ROH belts were getting established on AEW TV and then it turned out the Owen was in itself a belt, so it just the All-Atlantic felt so unnecessary from its very root. It's kind of insane that AEW did the such a good job with their belts for the first couple years and then the wheels just came off completely.

24/7 Championship and anything else is a distant second.
I also don't count stuff like the KOPW trophy, King of the Ring, or the ceremonial belts the Owen got because those aren't actively defended titles. They're one-time prizes rewards for winning a tournament of some kind. I also don't count stuff like Money in the Bank or the G1 Climax prize even though they can be defended. Because they aren't actually titles but a guarantee of a future title shot.

You cannot convince me that the title wasn't meant to go to Ishii before the injury and basically highlight it in New Japan and Pac was a shift. Since then the title has actually been highlighted well. TBS title though? yeah

Well, I saw a rumor today that WWE was thinking of bringing back the European title. That would probably have to count. As a replacement for the NXT UK title. That would actually be a good idea.
And I nominate the AEW Trios Championship. No one, really no one, between me and my friends was exited by the thought of more six men tags and absolutely no one is interested in the title. All AEW six men matches are fast forwarded by us, because it's always the same old sh#t: all chaos without any rules.

Better, but I still can’t see it as a good idea. Probably because I don’t think NXT UK is a good idea. It just feels like a lateral move at best.

It's because people love doing this song and dance when they get annoyed with a champion of, "It's meaningless", then they get mad about the champion retaining the title they just said doesn't matter. If you care if the thing changes hands, then it's not meaningless by any, well, meaningFUL definition.

WWE's midcard singles belts would've fit the bill up until the McMahon-Helmsley Regime, because HHH has repaired both of their images pretty well (the Intercontinental title especially). The tag titles still just feel like decorations for the Usos though.
Having said that, the only belt that feels out-and-out useless in wrestling is the 24/7 Title. High-larious comedy matches featuring a rotating cast of jobbers that all end the same exact way.

Shout out to the obvious answer the 24/7 titles but until ROH gets some type of deal, those belts are just major filler on AEW
