Everyone who worked Mania
Chief Morley Lance Storm Kane RVD Rey Mysterio Matt Hardy Undertaker Big Show A-Train Trish Stratus Victoria Jazz Charlie Haas Shelton Benjamin Chris Benoit Rhyno Chavo Guerrero Eddie Guerrero Shawn Michaels Chris Jericho Triple H Booker T Hulk Hogan Vince McMahon The Rock Stone Cold Steve Austin Brock Lesnar Kurt Angle The Miller Lite Catfight Girls (if you want to count them)
Batista and Orton were injured, Cena was too I believe.
Some Notable names not on the card from the Raw brand:
Christian (possibly injured or just wasn't booked The Hurricane (despite being a key figure in the Rock/Austin feud) William Regal (I believe this was around the time he got really ill and was gone for a year) Goldust Test Jeff Hardy (This was just before the release I believe so he was already in bad shape)
At the show but not active in a match:
The Dudley Boyz Ric Flair Steven Richards Nathan Jones
I think best options would have been Steiner vs Christian or Ric Flair, at least to wrap up his feud with Evolution.

Yeah, William Regal was already off TV at this point, that’s why Chief Morley is with Lance Storm in the Heat match.

I'm just remembering now how boring that Storm and Regal team was despite both being really good workers. Despite being not over at all and having no chemistry personality wise they really pushed them hard in late 02 and early 03 even needlessly cutting BookerDust's reign way too short in favor of them. Weird thing is Regal was someone who throughout his career had been a very entertaining personality. It's like Storm's blandness rubbed off on him and took all of his character away.

They were kind of the last vestiges of the Un-Americans stable from the previous year, because Christian had become more regularly associated with Chris Jericho and Test had actually turned babyface with the pairing with Stacy Keibler. This left Regal (who had already spent a year or so as a no-nonsense villain with the brass knuckles gimmick, after all he didn’t have a Commissioner’s office anymore for character bits) and Storm (the pre-existing bundle of personality he is) as the generic flag-waving baddies.

IIRC the Un-Americans were split up due to Test and Christian both getting heat for refusing to cut their hair short to fit the gimmick. Only for them to then both get haircuts shortly after the Un-Americans were disbanded. So I guess they still wanted them to get their hair cut for some reason and they finally relented although it really didn't matter at that point. Although I did think it was an upgrade look wise for both. Especially Christian.

That doesn't make any sense because Christian showed back up after a long absence to win the Intercontinental champion on his return. If they were upset at him, then they probably wouldn't have him win a reactivated title upon his return, and then proceed to book him solidly. As far as them not wanting to cut their hair while the Unamericans, it was Test who didn't want to cut his hair, but more because they wanted them to get matching crewcuts to Lance. So it was less about a haircut and more about having a bad haircut.
