Emma has already kinda faded away on the SmackDown roster. She's amazing in the ring, but just void of any personality.

Furnas and LaFon. I think I remember Furnas occasionally having a funny line, and *damn* they were fun to watch in the ring (their match with Kobashi and Kikuchi in All Japan is a must watch) but they just couldn’t shine in any of the crazy angles WWE wanted them to do.

If Brad Armstrong could talk like his brother Brian he would have held the world title somewhere. He held his own as a character in a feud with Chris Jericho at a time when he was fire on the mic and ripping into all comers. He wasn't the Rock but he absolutely could do what he needed to on the stick in order to sell a story, and he had the in ring charisma to tell it in the ring. His lack of flash, his quiet technician gimmick was a character in itself.

Basically Steamboat right? Has to be...even the fire breathing being included to add more IT factor to his act didn't work...He did not seem like he wanted to be anywhere but in ring.

I’d argue he had tons of personality, he was just committed to the upstanding family man act. It made him stand out against the nuttier 80s WWF characters and always with Ric Flair during their feuds.

Fair enough I was raised on the WWF (Born 84 so late 80s/early 90s) and didn't get into NWA/WCW until Hogan jumped ship so I was not familiar with Ricky outside of the gimmick and I have always just found him to have that same vacant look on his face He is a lot like Ali to me in WWE now as both are absolutely amazing in ring but there is just something that doesn't click. I guess just being a white meat babyface has never really worked because of the way New York has promoted them since Backlund really

Lance Storm. He had glimpses of it, but he just never quite got there as a character. If he had even just like 25% more charisma to him, he's a multi time world champ somewhere

Shelton Benjamin came off as a dork every time he tried to be a funny smart ass or a cocky heel(sporting sunglasses and a Hawaiian shirt).

Malenko had probably some of the greatest physical charisma of any wrestler ever, he could get the crowd on their feet just by doing a few movements. He didn't need to do anything else

I don't know about amazing, but I thought Marc Mero was a pretty good wrestler in the ring who could have decent enough matches. His character work just didn't seem to click with the crowd.
He seemed to have a little something when he turned heel, but the Attitude Era was in full swing and there were so many guys whose characters were way more over, plus he was already way overshadowed by Sable at that point.

He was pretty good at playing the Johnny B. Badd character in WCW, which was why the WWF threw money at him to get him to jump ship. The problem is he couldn't adapt to playing another character, a problem faced by many developmental guys in the modern era, and a struggling 1997 WWF was no place for talent to find their feet unless they were someone Vince likes' son. He was basically in the same boat as Damian Sandow, great as one character, less great without it.

Terry Taylor. He could play a character, but it always felt contrived. He didn't have a lot of natural charisma (from what I've seen).

The guy has been a great wrestler for almost 30 years, but man has Yoshinobu Kanemaru got no character outside of "I like whiskey" and that's just a small gimmick.

The weird part is that in real life he's supposedly entertaining and hilarious. I've always understood it where it's not that he "couldn't" play the hilarious character, it's that he didn't want to. Sort of like Chavo Guerrero deliberately not wanting to do comedy stuff despite being perhaps the gifted with the most comedic talent of his generation. (neverending Hornswoggle shit nonewithstanding)
