I keep forgetting Bray Wyatt was WWE champion, let alone defending it(against Randy Orton) at Wrestlemania 33. The Allied Powers(British Bulldog and Lex Luger) vs. The Blu Brothers at XI seems more like a match you'd see on RAW. The fact that you said the Allied Powers vs Blu Bros. Isn’t true…it’s more of a match that you would see on Superstars when it was on your local UHF station in the middle of Saturday afternoons. Obviously not even worthy of being in Raw. I think they wanted a heel team for the Allied Powers to beat, but they were pretty limited. Well Dunn left after the Rumble, Men on a Mission had just turned heel right before WM, Heavenly Bodies could have worked but they were barely on tv by this point, I guess they were stuck with the Blus.

Bob Backlund vs Razor Ramon felt really random unless there was story that I never saw or heard about to it.

I have always felt like The Rock vs Stone Cold at Wrestlemania XIX felt very out of place. Hollywood Rock, while good, was so different from what he had been the prior 4-5 years. Austin was clearly broken down and hardly even spoke in the month he had been back leading up to Mania. And they were so separated from everything else. There was no sense that this matchup was going to lead to either getting a title match or becoming a heavier part of the main event mix. It was just a match to try and pump up the card. The build felt forced and for a match with two Mount Rushmore type guys in WWE history, felt totally unnecessary.

Consider the time and context for some matches. As one person mentioned, the early Wrestlemanias had different standards and not every match required a story. That was still the era of squash/jobber matches on television and it was significant just to see regular guys facing each other.
Furthermore, consider where guys are on the card and roster. Using some of the above as examples:
Kurt Angle/Kane and Randy Orton/Kane are both examples of forcing token matches for important members of the roster. So I agree both matches felt out of place. This is why I appreciated Kevin Owens sitting out Wrestlemania a few years ago when Becky/Kofi mania happened. He's a regular top guy but didn't need a match for the sake of having a match.
Razor Ramon and Bob Backlund, however, were different. If you recall, both guys showed up only months prior to Wrestlemania and were treated as big deals. Razor was supposed to be the big heel against Savage, Perfect and Hart. Meanwhile, Backlund was in the middle of his touted comeback and was ironman in the Rumble. So when 'Mania rolled around, it made a little bit of sense to kill two birds with one stone and showcase both guys in one match.
I even give Booker/Sharmell/Boogeyman a pass, mostly for the latter. Boogeyman made regular appearances leading up to Wrestlemania and, for better or for worse, got attention as a new, unusual character. So it made sense to use him at Wrestlemania.

Big Show vs. Akebono. You can all go home now, goodnight. That match was one of the times WWE got a sports star to battle a wrestler. Only thing is that Akebono is only a star in Japan and nobody anywhere else cared about him. WWE did manage to make some money from this match from what I remember and I think Akebono teamed with he Bug Show for a house match or two when they came to Japan and/or Hawaii where Akebono was born. I’m not saying the sumo match was good though.

I really don't think Mania 15 gets the proper amount of scorn it deserves I agree with most of the card but I think the HHH/Chyna/Kane/X-Pac/Shane stuff was good and an example of a Russo swerve done well. People cheering like crazy earlier in the night for HHH/Chyna re-uniting thinking it meant DX was all good again only to realize an hour later that it was actually a heel turn and DX was basically dead. HHH needed to go heel to get to the main event and X-Pac and Kane both being betrayed led to a fun tag-team for a while.
