Ali is a complete no brainer signing to me. Great in ring, can talk, never utilised properly. Can be another Swerve.
Hard no to the rest though.

I think it's not necessarily a binary between signing and not signing someone. Perhaps someone like Ziggler who is used to making a ton would require a contract to work dates but someone like Riddick Moss might be able to come in on a per date deal and you can evaluate them based on what they bring their first few times out.

I'd rather see Ziggler join Cardona on the indies, as a friend or enemy. His selling in a gcw death match could be amazing. He'd be welcome if teaming with his brother though.
I don't particularly want to see Shelton but he seems the sort to be valuable as a veteran in roh.
So maybe Ali, I'm not even particularly sold on him but at least he has the potential.
(Although I don't know many of the names that were cut)

Shelton would be great in BCC, he could be the main repressentative of it in ROH along side Claudio.
It'd be cool if Ziggler could team up with his brudda, that way they both might avoid getting lost in the shuffle.
Ali if I recall correctly was handpicked by Bryan to be a top babyface during his first run on Smackdown, so I think Bryan would push for him again.
Boogs needs to go to DPW and have a run in the indies.
Keep Riddle away from anything until he gets some serious help.

Ali would be a good signing - the rest are probably not needed, you could make an argument for Riddle but I think he’s more trouble than he’s worth.

Mustafa Ali and Dolph Ziggler feel like easy signs that will happen
I'd definitely love AEW to take a shot on Mace and Mansoor, they have something
Shelton Benjamin would be a really good vet hire
The other talents I kinda see working smaller Indies or getting deals with Impact/New Japan, even the STRONG promotion.

Benjamin's singles peak was in 2004/5, was nothing special as a pushed guy in both ROH and NJPW, has done nothing of note for years. Dudes ceiling was pretty good and hasn't reach that for nearly 20 years. There's no place in AEW for him.

I wouldn't really blame AEW if they passed on all of them, but it'd be interesting to see what they'd do with Ali, Ma.ce and Man.soor. Ziggler obviously makes a lot of sense.

Ali 100%, I'd bring in Dolph on either a part-time deal or one that lets him and his brother rotating through NJPW a fair bit. Don't know if that's been on the bucket list for either of them, but I feel like they could make one hell of a heel gaijin team.

Surprised by the resistance to Benjamin, here, seems to me he'd add a lot wherever you'd want to put him.
The only hesitation I'd have to signing Ali is, yeah, he doesn't have much of a clear character, and a little bit of time on the indies developing one would help a lot.

I feel like Marcellus Black (Mace/Dio Maddin) would fit AEW like a glove, plus it'd be kind of funny to see if it'd get Booker T off their back a little if they started booking one of his more prominent trainees. Him and Mansoor would slide right in, easily.
Mustafa Ali would make a lot of sense. Bryan's a big fan, and I mean, a Chicago native Muslim Pakistani wrestler, it almost sounds like he was created in a lab specifically for Tony Khan, it's ludicrously serendipitous he'd end up on the market.
Outside of them, Dolph would naturally make sense on a few levels, even if part of me wonders if it'd be just for a few shows like Matt Cardona wound up being, especially since Dolph/Nick Nemeth trying to follow the same path of reinvention would give him a chance to walk the walk after publicly talking the talk for ages. Also could see him not wanting something full-time if he would be pursuing his acting career.
I cannot picture Matt Riddle being a good idea. He has his fans, clearly he does, but he is GUARANTEED to bring grief with him, and that's even before you get into any accusations against him.
Tenille Dashwood popping up in AEW or ROH doesn't feel impossible, though again, sort of wonder if it'd be on a few shows and that's it kind of basis.
Shelton feels like the kind of guy who'd come in to challenge for the TNT or ROH title, but would not be a full-time guy, especially if NJPW has any interest or if he'd be looking to wind down and angle for an agent role somewhere.

You can make a damn good arguement why AEW shouldn't touch Riddle with a bargepole. The core of it would be his personal problems and scandals, and the other part would be that RVD has came back and looks damn good, and in Hook, AEW have a dude with a similar in ring style to Riddle that is younger, isn't despised by the locker room and isn't going to drag his and AEWs name through the mud.

I think AEW has more than a few talented people on their roster who are underutilized already. I don't want them to pull a TNA and get a shiny new toy they push to the moon at the expense of their "homegrown" people (again).
Other than Ali, I'd let the rest of them go elsewhere for awhile. If they show some fire, then maybe consider bringing them in.
