I've been to Vegas six or seven times. Circus Circus is a dump but it is cheap. It, strangely, has one of the best steakhouses in the city. I highly recommend going there for a steak.
Fremont Street is a trip but usually has some pretty good live music.
I also second seeing Ka at MGM Grand.
If you are looking to gamble cheaply, I'd stay away from the strip. You can do your gambling on a budget on Fremont or go to the Orleans.
Something I will say about Circus Circus is that whatever you are saving on the room you will more than spend on cabs or Ubers. You don't realize how far away some of those resorts are until you start walking.
Drinking is free as long as you are gambling or at least sitting at a machine, but you need to take care of the waitress.

There is lots to do on Fremont Street (Don’t forget the neon museum) Bellagio Fountains are cool. Forum Shops at Caesars (make sure to see the fish tanks and Atlantis show) I always enjoy the Coca Cola and M&M stores The Pinball Hall of Fame moved to the strip across from Mandalay Bay Ethel M’s is a little east of town but has a chocolate factory tour and cactus garden outside If you can make it all the way out to Boulder Hwy, Sam’s Town has a fun little laser light show every night.

Fremont Street is a trip but usually has some pretty good live music. I rode the zipline last time I was at Fremont Street. That was a fun time.

I'll also say there's a nice little strip of casual restaurants and pubs on the strip called the Linq, but mileage may vary on that one.
