Make this the start of The Rock's fast track heel turn. Make it look like even if the Rock beats Roman, the Bloodline will continue with the true head of the table. Then have Cody cut a promo saying he expected this and that he couldn't finish the story if another Bloodline chapter was going go forward after Mania. So he let the Rock be the Rock. He stepped aside, but he still has his Rumble win. So at WrestleMania 40, he's going to finish the story by cutting off both heads of the table.

I saw someone on twitter come up with this idea, it's been hours since I read it and I have no idea who said it so it may not be exactly the same:
Cody has a promo on RAW, CM Punk interrupts and slaps some sense into Cody (either figuratively or literally) and tells him not to let what happened to him over a decade ago happen to Cody.
And tbh it's the only way I can see them getting out of it without Cody looking like an absolute dipshit.

Cody's baiting Roman, him and Rock have a plan to prevent Roman preparing until the last second and keep Bloodline interference to a minimum, Cody/Roman with Rock as referee. But knowing HHH's fixation with Reigns, what happens then is Rock betrays Cody during the match so Reigns can beat Hogan's record then face Rock after.

I really think they’ve made their choice and it’s going to be Reigns Vs Rock and Cody Vs Seth at Wrestlemania.
I think they could go “Rock doesn’t want the belt, he wants to humble Reigns and Rock beats Reigns, Cody gets a title match”. That way it’s truly up in the air as to who will win.
Cody can claim he did what he did because he took Seth’s speech to heart and does want that belt, while he also has respect for the Rock and what he wanted to do. Finishing the story means unifying the titles down the road. Seth can call bullshit and say he’s a fraud that always runs from the big opportunity and doesn’t have the killer instinct. Make that feud personal.
Not as good as they could have had, but passable.
Also would be the ultimate LOL when Roman beats Rock anyways.

Adding Cody into the match to make it a three-way seems like the best route to me. It takes pressure off Rock to have to do a 1-on-1 match, and you can get the desired outcome (Cody leaving with the belt) without Rock having to take a pin. Cody could beat Roman while Rock is busy taking out all the other Bloodline members who try to interfere.
The trick is getting Cody into the match. They'd have to create some dissention between him and Rock where he decides he's not just handing away what he earned.
They could pull out the WM30 playbook and say if Cody beats Seth on Night 1, then he gets added to Roman-Rock on Night 2. It'd be a slick way to unify all the titles.

Nick Aldis comes out and says, the Rock has not earned a title shot, but if he'd like to take a plane ride to Perth and wake up at 5AM, he is welcome to earn a shot in the Elimination Chamber. The Rock politely declines because only crazy people wake up at 5AM. Cody says, I did it for the Rock, but if he's not doing it, I guess I'll do it.

I mean…I’m not a professional storyteller…but it seems to me the pieces are already setup for a way to make all of this work out where everyone is happy. And it’s because of the ridiculous decision to bury both belts on Monday and Friday.
Cody vs Seth and Rock vs Roman both on night one. Winners face off on night 2. Everyone gets what they want. Cody challenges for the workhorse title and proves its value by winning two night in a row. Roman’s belt is the lazy vanity belt where he vanishes for months at a time and never defends it. That’s the key. Roman having to defend it back to back should be his Achilles heel. The end of his story that makes complete sense. And the make pretend Cody story people have worked themselves into believing is real like children.
As an added bonus they’ve already accidentally teased Roman vs Seth and Cody vs Rock which makes any outcome plausible enough to creat suspense.
They won’t do that because tickets are already sold and they can save Cody vs Roman for another house, of course. But narratively it’s all right there.
