It really is an embarrassment of riches at this point, and doesn't even include Jay White, Adam Cole, MJF, or Will Hobbs, all of whom can be around for a long time, as well, and could all believably end up World champ at some point.
That said, I think part of the deal here is that not everyone mentioned is at the same point in their careers/stories/journeys/whatever you want to call it; OC is about 40, after all, and while he moves like he's 20 that's still lots of miles on him already, while Garcia is still very young both in terms of actual age but also in terms of his "TV age", given that he's been featured but hasn't gotten a major spotlight until pretty recently.

Garcia feels like one of those guys who might not be World Champion in 2024 or even 2025, but he's a really young guy you can build as the future of the company as older guys like Moxley, Omega, the Jacksons, etc. start to wind down their prime. While the JAS could be a slog, I think it did a lot for Garcia in particular in terms of building him up not just as a solid in-ring performer, but giving a chance for his personality to shine.
I think of him as being in a similar position to Randy Orton in the early-mid 00's. Though hopefully without the botched World Title reign he's not ready for yet.

Callis is the reason for Takashita's ennui, he just doesn't have any chemistry with anyone apart from Omega, he reminds me of Heyman with Cersaro sometimes. I wonder if with Okada coming in they will use subtitles on pretapes or have an interpreter or a manager to be a mouthpiece if the latter then please someone other than Callis. Ospreay could use a mouthpiece too while he learns the US promo style and also learns to make his strong accent work for him in promos (as Becky and AJ Styles have done with theirs).
Not sure who would be the best choice, Jericho has the tools but would make it all about himself, most of the current managers are more there for comedy (Stokely, Sterling, etc). Maybe Omega if he is well enough to appear on TV in a non-wrestling role. Danielson if they wind down BCC might not be a bad choice.

I can't pinpoint why because in theory he's received a good push but I feel like this heel run has done nothing for Takeshita. That’s largely on Don Callis sucking up all the heat like he’s Jericho sucking up talent for a never ending feud.

Garcia doesn't seem like he's on the fast track to the world title or anything for sure, but heh as been presented consistently since arrival and it's really clear Tony sees the world in him as a homegrown guy who will one day be a main event talent on the scale of what the whole 'pillars' thing was supposed to deliver in. And his rise has so far really made that seem credible, he's getting better as an overall talent and has only gotten more over with time.

I think they can be world champs, but not faces of the brand(tho I think Hobbs could be up there with those) Luckily in AEW "chosen one" doesnt mean the same a sin WWE where you dominate the main event and everyone loses to you and you just get the main event every show for 40 minutes

I'm just glad they've finally realised that Sammy Guevarra should never happen. The lack of MJF is more interesting, whether it simply indicates that he's on the injured list and won't be returning to the world title scene immediately due to the Cole feud, or if there's any non-kayfabe doubt as to his future as a headliner in AEW.
