Think its probably harder on the women's side as people love bitchy and crazy female characters a lot. I'd say Wendi Ricter would be the greatest of the women's side, Becky was more popular as anti hero the man character so not really a white meat face, maybe Bianca Belair to? Trish and lita have never really been good old high five the fans faces eiher.

Sting was the best one. He should be the template on how you do it.
Great look, promos, workrate, athleticism, Sting was the complete package.

I’m going with Ricky Steamboat. He never had an “edgy” gimmick, never turned heel, and was able to get over like crazy on the combination of being a good wrestler and a nice guy.

If we’re disqualifying faces that are usually virtuous but happily tap into a darker or cockier side like face HBK, Okada, Big Match John Cena and face Savage and face Hogan? Then I’d say face Bret, Cody, NXT Bayley, Kofi and Steamboat count.
Those latter five had/have a breaking point where you didn’t want to get on their bad side (especially if you talk bad about Pharaoh) but were/are mostly pure hearted.
Raw face Bayley was an example of “too white meat that they can’t fight back properly”. Surfer Sting was naive, but he wouldn’t put up with that kind of heel BS Alexa Bliss was doing when presented with it.

Pre-Model Rick Martel is the definitive white-meat babyface to me: fairly bland personality and more often than not the underdog, but is exciting in the ring and looks like a million bucks, so he naturally gets people behind him.

Active wrestlers: Hugger Bayley, although as you allude to it had a limited lifespan due to the type of women characters that get over and the Alexa Bliss feud exposed the problems of how such a character could be booked long term and resulted in it being binned but it had a good 3-4 year run.

I was having a think about Sting recently, and it wasn't just that he was an arch goodie, he was a cool one too, and that's a very difficult balance to strike. Hulk Hogan's hairline and tache made him look a bit like if someone's dad had taken a load of deca and spent too long at the gym, Steamboat was almost at the point of being a bit too much of a clean cut family man, but Sting was a Venice Beach himbo at a time when Baywatch was all the rage, and then went all dark and brooding when pop culture did, he felt closer to reflecting the cultural zeitgeist than wrestling usually does.
It's hard to think of other white meat babyfaces who were cool like that. Kerry Von Erich and Magnum TA perhaps, who are both worthy mentions in this discussion.

I'm actually going to go outside the box and say something nice about someone who's very unpopular on the board.
Marty Jannetty.
Say what you will about his personal demons and current personality, but he was amazing at getting the fans behind him. He got respectable face pops during his time in the WCW Cruiserweight division in two-minute-long nothing matches, and he had the crowd going berserk for him that time he wrestled Angle on Smackdown in 2005. He got great reactions during his time in CHIKARA too. And that's all without changing his character at all from his Rockers days.
