WWE promotes every Mania as the "biggest of all time", but which one really is the biggest/important?

I guess culturally it's probably 3 and monetarily it's probably 28. Still stand by 17 being the best one though, though I will give it that 28 is like the only good Mania in the back half of the 20s.

17
The two biggest stars in their primes Manin eventing for the title at the apex of the biggest boom period of all time and they finally win the war with the rival competitor by literally buying them.
You cannot ever replicate that ever again.

That body slam heard round the world. Wrestlemania 3 was treated like a legit big deal sporting event. Everyone and their grandma knew Andre the Giant and Hulk Hogan.

All time, either 3 or 17. Since WWF turned into WWE I’d say 30, 40 could outdo it potentially

It's hard to top 3. There's a huge amount of people in the world who if they see that clip of Hogan slamming Andre they immediately recognize it. It's probably the biggest wrestling moment of all time.
Biggest by decade I'd say is:
80s - 3 90s - 14 2000s - 17 2010s - 28 2020s - 40

14. They picked themselves off the mat after screwing bret and cashed in after WCW blew the finish to starrcade. Everything that night hit exactly as it needed to and it was the perfect springboard for a new era

Unfortunately, 32. I wish something figuratively "bigger" had happened that night, but there's apparently no denying that the night had the biggest crowd ever, which arguably made the show the biggest disappointment ever.

For me it's 3 or 17.
Wrestlemania 3 showed how big and grand wrestling could and would be, and pulled it off with some legendary matches, and what I think is the most visually impressive wrestling attendance. The main event will never be surpassed, as far as being in the moment of something truly remarkable and industry changing.
Wrestlemania 17 was the culmination of the attitude era, arguably the most popular that wrestling has every been, and ever will be. It was the feds first stadium show in 4 years and it was just a stacked event in every sense. Top to bottom, the card was a major showcase, with something for everyone, and still hits on near every level (ok, the stuff with Vince.. nah).

It has to be 3.
The spectacle and legend behind Wrestlemania 3 was able to carry WWF through some of those later WrestleManias that were rough to watch.
No matter how bad the quality, they could always put that up on a highlight reel to sell the next WrestleMania.

Then there is 7, 9, 11, 12 (to an extent), and 13 that are all kinda meh. None of those lived up to 3, or even 6. However, yeah I think 3 had such weight to it that it could still help sell the idea that the next Wrestlemania was going to be huge.

I mean 3 has referenced so many times in Pop Culture, it's gotta be that in terms of culture relevance.
The Staredown between Hogan and Andre ha been replicated a million times. (inside and outside of Wrestling)
Probably more so than any other wrestling moment.

To be fair to the WWF...they treated Saturday Night's Main Event more like WrestleMania than WrestleMania itself.

IX. You can't top having Caesar and Cleopatra in attendance.

I'm not sure how you can top Wrestlemania 3. The two biggest stars of the time face each other in an epic match where highlights are still being shown 37 years later.
17 was great as well and I actually enjoyed 20 but the ending is marred now with everything that happened since.

Wrestlemania 17 , because the main event featured the 2 biggest stars ever. Also this event signaled the end of the attitude era, and the end of the Monday night wars since both ECW and WCW had ended only a few weeks prior

I’ve seen WM 3 load of times and I even started to watch it again last weekend, and that opening camera pan from the top of the building is a classic. I don’t know what the actual attendance was that night, and I don't care, but it just looks impressive.
You also had steamboat vs savage in one of the best mania matches ever. The hogan vs Andre match isn’t a mat classic, but the energy and hype around it is unsurpassed imo. Bob Uecker is the guest ring announcer, and after Andre comes out, he says “and his opponent…” and the place goes nuts.
You had Jesse Ventura doing the tale of the tape and when I was younger it made it feel real.
