'The Million Dollar Man' Ted Dibiase. Next up is either Bobby 'The Brain' Heenan, The Ultimate Warrior, 'Macho Man' Randy Savage, Jake Roberts or 'Stone Cold' Steve Austin. I could also throw in Hogan and Andre, too.
Outside of WWWF/WWF/WWE history, it's Gorgeous George and its not even close. He was the blueprint of every smarmy heel in the business since he left.

Depends on what you count as best.
Most likable for me is Angle. Best character work is probably undertaker even if I’ve never been a big fan. If we’re talking most memorable and just a pure character, I’d hate to say it but it might actually be McMahon.

Vince would have been my answer back when I thought it was good acting rather than a toned down version of his real self.

It’s really hard to argue with Undertaker. Stone Cold, Mr McMahon, Kurt Angle & Million Dollar Man are all up there for me.

Heenan is a great candidate as well. He's interacted with so many people during his run and be connected to so many angles via the bullshit he's caused.

Shane McMahon. Debut to end of invasion. Was decades ahead of his time. Hes basically Kendell Roy from Succession. Spoilers ahead. Nepo baby of the monster that runs the family business. Wants his Dad's love and respect. Gets in over his head trying to prove himself. Competes with his sibling to take over. Buys a rival company from under is Dad. Tries to use it to force a takeover. Ultimatley fails. Never achieves what he thought was his birthright. Has to watch from the outside as his brother in law runs things. He's the type of charachter that should win emmys not slammies. That isn't character work though. That is real life.
