Seth Rollins and the other four guys he's involved with (Cody, Drew, Reigns and Rock). I love the guy but there's a serious gulf in promo skills there.

The shoot promo-off between Cena and Poochie-era Roman where Cena may as well have actually whipped it out and pissed on Roman's leg In the annals of 'brag about having a big dick', I'm hard pressed to think of any that are as nakedly sad and desperate as when Roman did it during the Cena feud. Dude could have an absolute python down there and it actually did bust the zipper on his fly but in that moment he had nothing.

Jericho’s first WWE feud was with the Road Dogg. RD probably had the best vocal range of DX but had been reliant on catchphrases for too long and couldn’t keep up with Jericho who had gotten over in WCW by coming up with witty insults for his opponents (which may have influenced the Rock when you consider the timing of each man’s rise).
Piper and Bagwell in WCW around the same time exposed the latter’s lack of experience on the mic a lot too.
Recently Dakota Kai with the rest of Damage CTRL, not so much promos as most of the group are ESL but with body language and facial expressions she is the least experienced of the group and it shows. There’s a gif of the five of them doing the “now is the part where we throw our heads back and laugh” trope and Kai’s fake laughter is so bad it’s good.

I was just about to mention Billy Gunn. He wasn't a terrible promo, more like "somewhat above average" but the only people who could really hang with Rock promo-wise were Austin, Foley and Jericho. There were plenty more than that. HHH. Angle. Cena. Punk. Cody right now. Heyman. Vince. Even The Hurricane. Most people could keep up with him because as great as he was he'd let you get your stuff in too. The Billy Gunn one is so famous because he's one of the few who just wasn't good enough to clap back. Rikishi was another one. It was over for him after "thong wearing fatty" and mocking the "I did it for da Rock" bit.

Hogan was obviously one of the best talkers of all time but Hollywood Rock completely obliterated him during every promo they had together. Hogan was always awkward as the babyface Hulkster in the post WCW years. Whether it was being Hollywood Hogan for so long or just the simple fact he was a lot older and couldn’t quite muster up the same high energy anymore, it just never came off right.
