I think the gold standard is Backlash 2000 which featured Rock vs. HHH and Scotty 2 Hotty vs. Dean Malenko as bangers. Versus the counter part of Wrestlemania 2000 which left people feeling underwhelmed for a show during such a hot time in the company.
Backlash 2004 had Randy Orton vs. Mick Foley Street fight which is fondly remembered. And some say the HHH/HBK/Benoit 2 rematch in Edmonton was even better than the Wrestlemania XX match.
Which other historical Backlash shows were better than the Wrestlemania show that was a month before it?

Last year's Backlash in Puerto Rico was amazing and lots of fun. I think it was better than last year's Mania.

I could never watch the Backlash 2004 main event ever again with Nancy and her son sitting ringside cheering Benoit on. Just very very hard to stomach to me. I remember Backlash 2009 being a great show. Better then Wrestlemania 25 anyways

Even though it was several months later, backlash 2016 was way better than mania 32

Haven't seen it in a long time, but probably Backlash 1999. I like their match but the general consensus is the Rock vs Austin match was better than their Mania bout. Plus it also ended with the iconic "Where to Stephanie?"

Extreme Rules 2011 wasn't a Backlash event but it felt like one, and had that same energy of "OK Wrestlemania sucked here's our make good show" as some of the best Backlash events.

It's been a while but I remember Backlash 2007 being pretty good too, though Wrestlemania that year was also enjoyable.
What about 2012? You got Brock Vs Cena an actual Bryan Vs Sheamus match, I think Punk Vs Jericho round 2 was better received too.

2000 is definitely the ultimate. Not only was it a much better show but it also felt bigger. Normally even a bad Mania would still feel bigger than Backlash but I don't think that one did. The Anaheim crowd was pretty weak for Mania but Backlash felt red hot and not just for the main event.
2009 is a tough one. HHH/Orton, Cena/Edge, Matt/Jeff and Jericho/Steamboat all had better matches at Backlash than they did at Mania but if I could choose to only keep one show it would still be Mania due to Taker/HBK alone.
