It was Shawn Michaels' Idea, HHH was one of quite a few people who suggested that Shawn should win the match, out of fear that Bret would up and leave the next day for WCW right after beating Shawn Michaels and being viewed as the current WWF champion, which contractually, Bret had every right to do. So there was fear that WCW would look way to superior to WWF in the fans minds, which is what matters, so many people wanted Bret to loose.
HHH was one of a very few select group of people who had the opportunity to voice his opinion with Vince, because he was in the room when the discussion happened. The reason why he was in the room was because Shawn told HHH about what was going on, as HHH was one of Shawn's few friends, and he would be at ringside when the whole thing went down.
According to Shawn's book, It was Shawn that sugested that they do a "swerve", and it was HHH that went with whatever thay wanted to do, and it was Vince that wanted to take full responsibility for it.
As a side note, I'm not so sure that the outrage from half the roster was actually do to the fact that they pulled a "screw job" on someone, but the fact that it happened to bret Hart, a very dedicated veteran with a legendary family in the business, a great legasy, and 15 years with the company. Screwjobs have happened many times in the business in similar situations. It's an old school thing from th territory days that would happen whan someone was leaving a territory and wouldn't cooperate on the way out. The outrage was because it happened to Bret Hart.
It's like if Undertaker got Fired for asking for a day off. If it was a rookie, that's one thing, but Undertaker, that's a different story.
