I'd vote for nearly everyone who held the title during the "everyone gets to be IC champ" period of the attitude era, and maybe a little beyond.

"Dean" Douglas is the only one on that list that I think could really be considered as a candidate for most underwhelming.
I mean Marty Jannetty was putting on some pretty good matches with Shawn Michaels at the time.
The Mountie was a brief champ thatn't too great, but at least gave some buffer room between face reigns.
Actually Chyna was pretty horrible too, but I guess she could have her share of fans, most notably the ones who buy playboys featuring hermaphrodites as the centerfold.
Road Dogg- Not too great, but was pretty over.
The Godfather- Biggest flaw in this poll. Godfather wasn't great techincally, but he was hugely over! Really if there was a more conistent heel world champion at the time that had more space for feuding, I wouldn't have been surprised if Godfatheer would have been a transitional champion or at least try to capture the belt for a bit.
Johnny Nitro- Ain't nothing wrong with that.
Test- Kind of a generic big guy, but not bad for what he did at the time.
I think Albert and Lance Storm were far more underwhelming champs than a lot of the people you have listed. Albert during his WWF (E) career first lost so many matches when he was teaming with Droz it was impossible to take him seriously. Teaming with X-factor did not help (although truth be told X-factor was not nearly as bad as some make it out to be). I have nothing against Lance Storm and am a big fan of his in-ring skills as well as many of his commentarys. However the way he won it from Albert was ridiculous. The match between the two was so short and Storm was getting his ass handed to him until WCW interference gave him the win. In kayfabe Storm appeared to be one of the weakest IC champs of all time from the get-go.

What about Billy Gunn? He had like a one month reign, remember? As for the people listed, I chose Road Dogg, mainly because everyone else had some kinda storyline or some other circumstance that made their reigns or wins memorable:
Dean Douglas: The entire Kliq controversy.
Marty Jannetty: The entire feud with HBK. When he won the title, he finally got revenge, even though it didn't matter two weeks later.
The Mountie: Bret Hart, Roddy Piper, yadda yadda yadda
Chyna: First female champion. Plus, Jericho broke her hand with a hammer.
Road Dogg: Swerve, culminating in a forgettable Wrestlemania match.
The Godfather: Was supposed to wrestle Owen :-(
Johnny Nitro: Too recent.
Test: I also thought "finally" when he won it, although it probably came one year too late.

Johnny Nitro for me was a great champ. He was always defending it, and he carried himself as a champion very well.

I love Lance Storm, but his IC title reign was awful.
And where's Val Venis on this list?
But I'll side with everyone who said Albert. He had to be the worst.

Hmmm...the longest-reigning champ, one of the most over heels in the company during his reign, had feuds with some of the biggest faces in the company during his reign...yeah, HTM sucked as champ. While not a great "worker" and something of a crazy man, Honky was the WWF's equivalent of Ric Flair during his reign. Obviously not in match quality, but you couldn't WAIT for somebody to finally beat this bastard and take the title from him. HTM was one of the great IC champs, bar none.
