Granted I haven't seen them all, nor am I going to make a poll since there have been numerous pyro displays throughout the years.
I'll go ahead and say that WM23 was probably the most impressive I've seen thus far.

I have to agree with you on that. It was one of the most amazing pyro's ever put together. It must have been super loud also live.

They just keep on making better every year at Wrestlemania. By Wrestlemania 50 they will blow up the arena.

I know kind of off topic but kind of not, I loved when they had money in the bank match and when kane came out and all the ladders caught on fire, that was cool.

I liked the old smackdown pyro where it would start around the ring and then go to the ovaltron and then the stage would explode.

The WM23 pyro was great to look at, but (from the PPV broadcast) it almost had no sound to it. This couldn't be true live right?

Undertaker's pyro at Wrestlemania 23 was insanity. It sounded like someone got mowed down with a machine gun.

I always liked that green shooting across the entryway pyro they used to use for Velocity.

Three favorites for best pyro (in no particular order):
1. Goldberg's WCW pyro- They did a better job than the WWE of completely masking him in pyro, so he would emerge from this wall of white fire, breathiing smoke and roaring like a grizzly. Good stuff.
2. Shawn Michaels' pyro from his first Wrestlemania after he returned from injured reserve (I forget the number, but I believe it featured the final match against The Rock and SCSA)- The pyro that accompanied his posing got increasingly impressive, until when he entered the ring and did his pose, a battery of pyro was set off across the top of the stadium. The camera angle was just perfect, too.
3. Chyna- I loved the silver cannon she used to shoot the pyro over the audience herself. Has enough time passed for someone to steal that gimmick?

Every time Edge came out as WHC, the pyro was so colossal it felt like something had went wrong.
