Not really. Before Bagwell stunk up Raw, WCW were portrayed as faces.

Also, apart from carrying his attitude from WCW, it didn't help that Bagwell had everything against him when he joined the WWF, from not shaking hands with Stephanie, instigating a shoot fight with Shane Helms (which resulted to Bagwell jobbing to Helms' frozen water bottle), getting his mommy to call the WWF's front office about his travel schedule, and getting legit-stiffed by the APA as shown in this video for feigning his neck injury.
