Just to make this thread more interesting, I decided to post the reasoning behind my list. I'd love to read the reasoning other people are using, as that would be a lot more fun to read than straight lists.
Eddie Guerrero - a hell of a wrestler and very charismatic, Eddie is an easy choice for a top babyface; plus, he would be pretty essential for appealing to the all-important Hispanic demographic.
Ric Flair - Eddie would be an easy pick for a top face, but as far as top heels, it's gotta be Ric Flair. The guy has carried a promotion and could make any challenger look like a million bucks. Great matches and great promos would combine to make him a perfect multiple-time world champion.
Bryan Danielson - this guy's just too good to pass up. A fantastic heel capable of awesome matches and funny promos, Danielson could get it done in any role. I'd probably team him up with Ric Flair for a top-card heel alliance.
Mitsuharu Misawa - the least charismatic wrestler on the list, but holy crap he makes up for it in the ring. Misawa would be a perennial world title contender, sure - but his main focus would be in the tag division, where he could have even more amazing matches. And that brings me to...
Kenta Kobashi - an amazing underdog and Misawa's partner in tag action. Like Misawa, he'd always be good for a main event singles program, but he and Misawa would shine as a major tag team.
Edge - singles, tag, doesn't matter; Edge is a top heel either way. While he'd get his major singles runs, Edge would mostly be a top-card tag champ alongside...
Christian - just as good as Edge in every way, from awesome heel character to solid ringwork. Edge and Christian would rule the tag division, reeking of awesomeness as they do.
Samoa Joe - I needed a biggish badass to round out the list. Joe barely makes this list; he had tough competition from Vader, Stan Hansen, Terry Gordy, and Giant Bernard for this spot, but I ultimately went with the wrestler I'm most familiar with. He also beat out Takeshi Morishima due to English promo skills. His laid-back asskicker dynamic always clicked with me, so I'd use him as a big, tough babyface as contrast with underdog babyfaces like Kobashi, Misawa, and Eddie Guerrero. Still, it might actually be a better choice to use the larger Takeshi Morishima alongside the managerial skills of Larry Sweeney, Bobby Heenan, or Jim Cornette...but since the list is limited to wrestlers, it's gotta be Joe.
Steve Austin - the question isn't whether Austin makes the list; it's how the hell to use him once he's in, because the possibilities are limitless. A friction-filled tag run alongside fellow badass Samoa Joe...World title runs...a hugely marketable badass babyface act...capable heel work that could transition into effective tweener-dom...and since this is Austin in his prime, awesome matches no matter what.
Cactus Jack - like Joe, he edged out a ton of guys that I'm not so familiar with to take this slot. Cactus Jack would bring something completely different to the ring, the resident hardcore master; damn near nobody would be able to beat him in Falls Count Anywhere matches, and he'd engage in awe-inspiring hate-filled feuds. The brawls with Samoa Joe alone would be worth using him...and I'd adore seeing what Cactus Jack and Kenta Kobashi could do together in a hardcore match.
So there's my list, the ten wrestlers that I would most readily snap up for a main-event tier. All chosen because they're all charismatic, awesome in the ring, and capable of making others look great. The list is limited, however, by the absence of wrestlers I'm not so familiar with; as stated, Samoa Joe could probably be replaced by a larger worker like Bernard, Vader, Gordy, or Morishima. And really, it'd be fun to make an even bigger list with card assignments all over the place, but these would be the top ten, at any rate.

I'm gonna pretend I'm running a North American promotion, so I'll focus on "domestic" wrestlers for this. In no particular order:
Bryan Danielson - It's scary, and I mean SCARY, just how good he is at basically ever facet of wrestling. He's not just athletic, he's not just a good submission wrestler, he's also incredibly intelligent, constantly working on his style to keep it fresh, and thinks on his feet almost better than anyone. That intelligence means he can tell a great in-ring story no matter what style you want him wrestling.
Big Van Vader - Everyone needs a monster, right? Vader has always been the man.
Bret Hart - The classic fighting champion/hero, and another very sharp wrestling mind.
Eddie Guerrero - Vintage high-flying Eddie, brings the speed and enough technical prowess, along with charisma, to fit almost any role needed.
Samoa Joe - Young, well-rounded (hold the jokes) and exemplifies the style that's become so popular in recent years. And who wouldn't want to see Joe vs. Vader?
Randy Savage - Vintage late 80's Savage. That, and I always wanted to see a Bret vs. Savage title feud while they were in their primes.
Jake Roberts - Whereas Vader would be the "dominant champion monster heel", Jake would be the company's diabolic, cunning, evil heel.
Cactus Jack - WCW era Jack, with dangerous tweener tendencies and a willingness to fight any and everybody.
Curt Hennig - Full-on Mr. Perfect mode, the arrogant, "I can beat you with a hand tied behind my back" heel. If he comes with Bobby Heenan, all the better.
Ted DiBiase - Arguably the best chicken-@#$% heel of all time.
Initial champion: Randy Savage, who starts out feuding with Jake, eventually gets a story line injury, and is then murdered by Vader.
So yeah, that's an attempt at 10 guys who can all fill different roles to help launch a company. May not lead to standout stars from the very start, but I think that'd make a very solid foundation.

Geez, I hate these because I always forget someone that I can't believe I would ever forget.
Alright, let's go with...
1. Bret Hart (early to mid 90s era) 2. Mr. Perfect (1990-1993 era) 3. The Rock (2003 era) 4. Bryan Danielson (bald/bearded era) 5. Chris Jericho (2001-2002 era) 6. Kurt Angle (The Three I's era) 7. Eddie Guerrero (WWE Champion era) 8. Rob Van Dam (mid to late 90s ECW era) 9. Owen Hart (1997-1999 era) 10. Brian Pillman (mid 90s ECW/WWF era with no motorcycle accident)
EDIT.... grrbah! I forgot Shawn Michaels (I'm too sexy era) and CM Punk (I'm better than you because I'm straigth edge era)!! I hate top 10 lists....

Yeah, remember, this isn't necessarily "Who are your favorite ten?", it's guys you'd build a promotion with.
