Why weren't Barry Windham and Tully Blanchard on the show? I remember their respective teams' matches being built up for awhile.

I think Tully left over a contract dispute, as he was never seen on WWF TV again. WIndham on the other hand, may have been an injury?

Blanchard actually failed a drug test and was fired (yup, they actually had drug tests in 1989).
Windham just left - this was right around the time his brother and father were in trouble for counterfeiting. I always assumed his WWF departure was related somehow.

It was, or at least so some claim. Some say he did the honorable thing of leaving so that his family's legal problems didn't come to haunt McMahon as well. However, he apparently had no problem letting the same happen to WCW, where he showed up shortly thereafter.

Tully was fired, like, right before the show IIRC. Heenan replaced him in that match and that was a VERY last minute add from what I recall.

I think the much more interesting question was what were they doing having Anderson, Blanchard and Windham on the card, but not teaming them all up somehow

The WWF likes to create their own storyline links. Remember when Mick Foley asked about a match with Vader at WM13, and said they could base it on their history in WCW? Vince said no, why base it on something in another promotion when we can create our own link. That's why Vader & Mankind teamed up. If I remember, they never really did have that huge feud.
This was the same way. A lot of fans at the time (and even today) didn't/couldn't/don't watch every wrestling promotion. So, if you threw Windham, Anderson & Blanchard together and treated them like a stable just based on their NWA run, a lot of fans who strictly follow the WWF wouldn't understand. Then, the hardcore fans would be out in full force chanting "We Want Flair!"

They had a good 4 year span of last second substitutions. People always forget about the 1991 match where Slaughter replaced Neidhart, El Matador replaced The Dragon, and Hercules replaced Big Bully Busick.

Tully's not being their was not last minute. He had been fired over a week before (and replaced by Haku on the house show circut) so they were handly scrambling

Then again, at the time their tag value was greater than their singles roles - which was virtually nil by 1989.
