I think we all know the legendary mic guys, I do want to throw some critiques out of some people on the mic nowadays though.
I watch Shimmer a lot, and with the exception of Lacey and Daffney, none of them can really talk very well. I watched Vol. 14, and Sara Del Rey did a lot of stuttering and stamering in his promo. I noticed that with Allison Danger, Rebecca Knox, Nikki Roxx and others. I think it's because Shimmer is so sports oriented, that they don't know how to express themselves properly as characters, and I think that hurts them a lot.
Since this is the rest of wrestling, I'll probably go into more indy guys. Eddie Kingston is probably the best, because he only yells when needed, he gets emotional when he talks, he doesn't stutter, he just says what he truely feels. His promos are geniune, they're from the heart. It feels like your watching a man express his true emotion, instead of a wrestling promo. Ultramantis Black, as odd a choice as that would be, has a really cool voice on him, and if he doesn't make it as a wrestler, he could be a great manager or commentator, because he has a voice that catches your attention.
On the bad side again, Kevin Steen I've noticed isn't all that good. His promos are ok, but he doesn't put that much true emotion, like, you don't believe anything his says. It's like, you know it's a wrestling promo. He reminds me a lot of those cheesy old school wrestling promos, like, for some reason The Warlord sticks out in my mind. Or some of those promos you see done on cartoons that make fun of wrestling. Roderick Strong, which I guess promos have never been his strong point, but he doesn't have any mean faces and he doesn't seem angry when you look at his face, and that hurts his promos.

Outside from the usual names of Flair, Austin, Hogan, Foley, Jake, etc....
Best: Terry Funk
Worst: CM Punk. I'm sure people will say that "WWE neutered him" or whatever, but his introduction was incredibly boring to me, having to hear him define what being "straight edge" meant 10000 times, and that his only addiction is competition. Ok, I get it, you're boring, next please...

Who I like(d): Curt Hennig, Hulk Hogan, The Rock, Terry Funk, Dusty Rhodes, Bret Hart (hey, I liked him), Steve Austin, Tully Blanchard, Triple H, Scott Steiner (unintentionally)
Who I don't: Shane Douglas, Chyna, Brock Lesnar, Kerry Von Erich, Rey Mysterio (even though I like everything else about him)

I'm really disappointed that nobody has mentioned Larry Sweeney. He always cuts a entertaining promo, he has yet to fail me in that category.
For worst, I think Claudio has to work on his promos before he becomes a main eventer. He has the in ring skills yet needs to work on the 'stick.

Ric Flair, Shawn Michaels, Chris Jericho, The Rock, Santino Marella, Hulk Hogan, and Dusty Rhodes, Ted DiBiase, and Curt Hennig all have claims to being memorable.
Greg Gagne, Brutus Beefcake, Bret Hart, etc. all had claims to being pretty bad as well.

Also, Bret Hart may be the only ever wrestler who cut one of the best heel promos, but one of the worst face promos.
