The reason I don't want to see Harley is because she is a character that just doesn't work without The Joker around.
Plus, she's mostly fanboy hype.
If you're gonna have a female villian, make it Catwoman. More of a history and way more story potential.

I want Joe Pesci as Penguin. My friend had a great idea, Andy Garcia as Bane pre Venom drug and Batista as the venomed up Bane.

Call me cynical, but I don't see how The Riddler could even work in this franchise.
You can't really darken the character too much, otherwise it'll just come off as a guy trying to ape Heath Ledger's Joker. As much as I like The Riddler... I just don't see it happening.
I honestly wouldn't mind Bane in the third, though.

Lots of speculation over who the next villian will be, but I haven't heard any over who Batman's next love interest will be, and there's bound to be one.
Personally I think now is a good time to bring in Vickie Vale.

They did fix her up in a bit for the New Adventures season though. I do quite like her in The Batman, that version is great.

TAS Poison Ivy is great to me. Definitely better than Uma Thurman. I didn't like in the New Batman Adventures, they made her look so different.
The suit is cat proof. Might come in handy.

So in theory, Batman himself would be the "villain" with a scumbag opportunist stepping in to help the good Commissioner Gordon bring the scourge to justice. Sounds like something the Riddler would be well suited for, or, as you said, Penguin. Might also work to introduce us to Bullock and Montoya. I'd love to see Renee Montoya in the Nolan Batverse. Heck, if Catwoman is involved, you could have Montoya perv on Selina, too.
