I am 6ft, 196 pound. About a year ago I was 294 pound. I have stripped quite a bit of weight and am now ready to put some lean muscle on. Mainly arms and neck/ shoulders (like Brock Lesnar).
At current My biceps are only 17 inches (42.5 cm). I feel this is quite small for my height and weight.
I dont mean to turn this into a contest, just basically to check that I am normal.

I think mine are roughly ten... ten and a half inches around (I joke with my friends that I have the 24 centimeter pythons). Then again, I'm 5'9" and like 115 pounds. If I started curling regularly again, I could probably get them looking better, but eh... they look good compared to my arms and I get compliments on them from a good bit of people. I don't think I've done any curls in like six months or so, but carrying groceries home a few miles and random stuff like that is enough to keep them looking good and still firm. Make sure you work the triceps out as well.

I don't know ... mine are like 21 or so. I wouldn't have even measured them except I was challenged at work one day. Beat the guy who challenged me by a few inches. 17 inches around for your size isn't bad.

17 inches is fine, honostly if they fit your body then you're fine, and unless they are like twigs they probably fit you

If I could be serious for a minute...
Honestly for your height 17 inches is phenominal. I'm 5'9" and my bis are 17 and a half but I have been working out for about 5 years now to tone and build mass. I would focus on turning any fat in your arms into muscle, and those 17 inches might look more impressive.

Ok, a couple of things:
#1, ignore that Gregg Valentino stuff, that's not muscle, that's synthol, tumors, ect..
#2, The amount of inches on your biceps dosen't matter, that's superficial, just like the number of pounds you weigh. I've been training for 8 1/2 years, and i'd guess that my arms are about 18 inches, but I don't know, I haven't measured them since high school. The point is, is that some people have arms that are 16 inches with no fat, and other people have arms that are 18 inches with alot of muscle, but also fat, but just enough fat over the muscle to make their arms look bigger without looking fat, and It creates an illusion effect of huge arms in great condition, when in fact the guy with 16 inch arms might be in better condition.
The thing is, is that you have to decide if you're done loosing fat or not, and if you are, then train for muscle mass. By the way, great job loosing all of that fat, it's not easy. If you did it just from diet and exercise then you obviously know how to set goals and leave excuses at the door. When you train for muscle mass, spliting your bodyparts up by days is advantageous for muscle mass.
You said that you feel that 17 inches is small for your weight, but that's not true. What kind of weight are we talking about here? Lean weight? Fat weight? What kind of arm-inches are we talking? Fat arms? Muscular arms? That's why I don't like the height/weight chart that's in the doctors office, the one that says how much you should weigh based off of your height. The one that says that John Cena is obese. Don't let your mind get poisoned by the numbers, numbers are almost always bad when it comes to any aspect of training for true results. The mirror is almost always good, but seems pretty vain.
