Drago, because he was hyped up as a boxing machine and portrayed as an image of perfection. The fact Apollo became humbled, and became Rocky's friend sort of made him appear softer.

I always thought Drago was the most vicious and scary of Rocky's opponents. Also cause Rocky IV is my favourite, who can't love Burning Heart and No Easy Way Out montages?

Only three actors were physically* in all six Rocky movies. Can anyone name them?
*Talia Shire does NOT count. Footage from the first movie being in "Balboa" doesn't count.

Here's my thoughts:
Spider Rico: Everybody mentions him on these lists, so I figured I'd do it too. He got beat when Rocky was a Nobody, so he's the weakest.
Apollo Creed: In my opinion, the toughest. Him and Rocky almost went to two straight draws, and in his prime, could have beat Drago in he trained hard enough.
Clubber Lang: Somewhat over-rated in Toughness. He beat Rocky easily in the first match, but Rocky was soft then. When Rocky trained his ass off again for the second match, rocky creamed him.
Ivan Drago: Second toughest. Rocky had to train like a Demon to have a chance against him, and it took the last round for Rocky to beat him. That said, he has a strong case to be the toughest.
Tommy Gunn: Weaker then Lang. He was a chump who got beat by an aged Rocky.
Mason Dixon: Weakest of all movie villains, except for Rico. Him not being able to beat Rocky, then considered a Relic, probably killed his career.
The Toughness List:
1. Apollo Creed. 2. Ivan Drago. 3. Clubber Lang. 4. Tommy Gunn. 5. Mason Dixon. 6. Spider Rico.

For me it comes down to Creed or Clubber, as they both beat Rocky. I dont know if its by coincidence but Rocky has never beat an african american fighter his first time. Unless you count the alternate ending in Rocky Balboa where he won by decision over Mason Dixon

I say Ivan Drago, once all factors are considered.
Apollo Creed: Rocky and Apollo had a long, back and forth war for their first fight. Apollo was the champ and the greatest fighter in the world and Rocky was a nobody, but he had heart to make up for Apollo's big fight experience. Rocky knocked Apollo down for the first time ever in their first fight, and it was in the first round. In their second fight, Apollo dominated the fight, but Rocky came back at the very end and squeaked out a victory.
Clubber Lang: Lang beat Rocky by KO in the second round, but Rocky's head was no where near "in the game". Apollo gave Rocky the advise to "take him out early" when they were watching tapes with Paulie. This was the reason why Rocky changes his whole strategy. He may have been able to go toe-to-toe with him, but the strategy was "why risk it", as he had the best chance of victory with an early KO. Rocky was able to get a 3rd round ko, which is hardly a war.
Ivan Drago: Ivan Drago is the only guy in the Rocky Series who was an obvious juice-head. They even showed Drago taking steroids and then getting wandering eyes when being questioned about them. Drago had a punch stat of 2150, which is harder than a slegehammer shot by a man with average strength. It could be highly speculated that Rocky himself decided to take steroids when training in Russia in order to be properly prepared for Drago. Rocky was in the best shape of his life in order to be able to fight against Drago. Despite that, Rocky was knocked down 7 times during his fight with Drago, before finally ko'ing drago at the end. Rocky also suffered brain damage at the hands of Drago.
Tommy Gunn: They had a street fight, and although Gunn gave him a good fight, Gunn was more or less dominated by Rocky, and Rocky had the least amount of damage done to him at the end of this fight than any other at this point.
Mason "the line" Dixon. Rocky was knocked down 3 times while Dixon knocked down once. Dixon looked to be ahead on points on Rocky, but didn't hurt him, just frustrated him with skill at certain times during the fight. Most versions of the movie have Dixon winning my decision.
I have my order like this:
1- Ivan Drago 2- Apollo Creed 3- Mason Dixon 4- Clubber Lang 5- Tommy Gunn
